A: The living allowance for disabled people with difficulties is for working-age disabled people with household registration in this city, holding the People's Republic of China (PRC) Disabled Persons' Card issued by the Municipal Disabled Persons' Federation, and their per capita family income is lower than the marginal standard of minimum living allowance or income is lower than the marginal standard of minimum living allowance. The object of nursing subsidy for severely disabled persons is to have the household registration in this city and hold the "People's Republic of China (PRC) Disabled Persons' Card" issued by this city, and the disability rating is one or two severely disabled persons and three or four intellectually and mentally disabled persons.

Three, the standard of two subsidies for the disabled

A: The standard of living allowance for disabled people with difficulties is determined according to 40% of the minimum living standard of this Municipality. The standard of nursing subsidy for severely disabled people is divided into four grades according to the fact that life can't take care of itself completely, life can't take care of itself basically, and life part can't take care of itself. Other severely disabled people are divided into four grades, and each person is given nursing subsidies according to 950 yuan, 475 yuan, 237 yuan and 50 yuan respectively. For persons with disabilities whose families do not have the conditions for foster care and whose institutions provide centralized foster care services with the approval of the Civil Affairs Bureau and the Disabled Persons' Federation, 100% will be increased respectively on the basis of the above subsidy standards.

Four, the disabled two subsidies application procedures

A: Applying for two subsidies for the disabled is voluntary in principle. The living allowance for disabled people with difficulties shall be "free of application and intelligence", and the application link shall be cancelled, and the town (street), the Municipal Disabled Persons' Federation and the Civil Affairs Bureau shall directly examine and issue it. Persons with disabilities who apply for nursing subsidies for severely disabled people can apply through the "Zhejiang Office" APP, the Zhejiang government service network or the reception window of any town (street) in the city, or they can apply for subsidies through the "one case, one discussion" of the people in need. The guardian of the disabled, the local village (neighborhood) committee or other trustees may apply on their behalf. The town (street) is responsible for the acceptance and preliminary examination, the Municipal Disabled Persons' Federation is responsible for the audit, and the Civil Affairs Bureau is responsible for the examination and approval. Persons with disabilities registered in this Municipality who apply for acceptance at the window of other provinces, cities and towns (streets) shall take the way of receiving and acting in different places, and the place where the household registration is located shall be responsible for examination, approval and issuance.

A: Eligible disabled people can apply for living allowance for disabled people with difficulties and nursing allowance for severely disabled people at the same time. Disabled children who enjoy the basic living security policy for children's welfare do not enjoy the living allowance for disabled people with difficulties, but they can enjoy the nursing allowance for severely disabled people. Persons with disabilities who are included in the assistance and support of the extremely poor do not enjoy two subsidies for the disabled. The two subsidies for disability of work-related injury insurance and the living nursing expenses shall not be enjoyed repeatedly. Nursing subsidies for severely disabled people, pension service subsidies and nursing subsidies for patients with severe mental disorders shall not be enjoyed repeatedly. Two subsidies for the disabled are not included in the income of urban and rural subsistence allowances and marginal families.
