That's not necessarily true. Generally, graduates above 2 1 1 will not be considered to be assigned to municipal posts as long as they are hired (except in special circumstances). Graduates from 2 1 1 or above are generally required to work at or below the county level for a period of time, such as five years, before being transferred to municipal posts. Needless to say, the competition is fierce.
