The 28-year-old suspect Wu Chuan only has a junior high school education. He is suspected of engaging in * illegal intermediary activities as an unregistered "Translation Examination Education and Training Institution" starting in July 2007. Wu Chuan usually posts information on recruiting "gunners" and available information on the Internet, leaving his mobile phone number and other contact information.

If a customer in need* contacts him, they will discuss the specific details. The fees vary depending on the exam. English exams generally range from 1,000 to 2,000 yuan, academic exams cost between 2,000 and 3,000 yuan, and IELTS exams are much more expensive, about 10,000 yuan. Wu Chuan generally requires customers to pay a deposit of RMB 20 first.

After recruiting customers, Wu Chuan searched for "gunners" online based on the type of exam. He will conduct a test on the "gunman". After passing the test, he will negotiate with the "gunman" about the test subjects, time, location, fees, etc., and then use the "gunman"'s photo and the customer's personal information to find a professional fake certificate. The criminals produced identity cards and other documents used for rape. Subsequently, the "gunman" took the fake documents to the police. After passing the exam, the customer will transfer the remaining amount to Wu Chuan. Wu Chuan's total fee was divided into 40%, and the "gunner" was divided into 60%. Wu Chuan has an average of four to five customers every month. In a year, he can probably make a profit of 90,000 to 100,000.

On June 28 this year, the criminal suspect Wu Chuan was arrested by the police in a rental house on Zhongshan Avenue, Tianhe District, where he temporarily lived, and 23 forged ID cards and 10 admission tickets were seized.
