Can China Energy Group recruit contract workers to become regular employees?

Contract workers can't be turned into regular workers, and public recruitment of new employees in public institutions needs to be carried out according to certain procedures.

Article 8 of the Regulations on Personnel Management of Public Institutions: Newly hired personnel of public institutions shall be openly recruited for the society. Except for those who are placed according to national policies, appointed by superiors according to personnel management authority, and classified positions.
