Article 2 These regulations shall apply to the safety management of large-scale mass activities held within the administrative region of this city.

The term "large-scale mass activities" as mentioned in these regulations refers to the following activities held by legal persons or other organizations for the public, with an estimated number of participants of more than 1,000 per session:
