Article 1 In order to strengthen the safety management of large-scale mass activities, protect the safety of people's lives and property, maintain social order and public safety, in accordance with the "Regulations on the Safety Management of Large-scale Mass Activities" of the State Council, etc. Relevant laws and regulations are formulated based on the actual conditions of this city. Article 2 These regulations shall apply to the safety management of large-scale mass activities held within the administrative region of this city.

The term "large-scale mass activities" as mentioned in these regulations refers to the following activities held by legal persons or other organizations for the public, with an estimated number of participants of more than 1,000 per session:

(1) ) Sports competitions;

(2) Concerts, concerts and other artistic performances;

(3) Exhibitions, sales and other activities;

(IV) ) Activities such as garden tours, lantern festivals, temple fairs, flower festivals, fireworks shows, etc.;

(5) Job fairs, on-site lottery sales and other activities.

This provision does not apply to activities held within the scope of daily business such as theaters, concert halls, parks, entertainment venues, etc. Article 3 The safety management of large-scale mass activities follows the policy of safety first and prevention first, and adheres to the principle of responsibility of the organizer and supervision by the government.

If the organizer directly undertakes large-scale mass activities, the organizer shall perform the organizer's safety responsibilities in accordance with the law.

Encourage the application of digital means to improve the safety management level of large-scale mass events. Article 4 The municipal and district/county (city) people's governments shall strengthen leadership over the safety management of large-scale mass activities within their respective administrative regions, establish a work coordination mechanism, urge relevant departments to perform their safety management responsibilities for large-scale mass activities in accordance with the law, coordinate, Solve major issues in the safety management of large-scale mass events. Article 5 The municipal public security organs are responsible for the safety management of large-scale mass activities in this city; the district and county (city) public security organs are responsible for the safety management of large-scale mass activities within their respective administrative regions.

Relevant management departments and fire rescue agencies shall perform corresponding safety management responsibilities for large-scale mass activities in accordance with the following provisions:

(1) The emergency management department shall be responsible for the safety management of large-scale mass activities. Conduct comprehensive supervision and management of production safety, guide, coordinate, and urge relevant departments to strengthen supervision and management;

(2) The market supervision and management department is responsible for the safety supervision of special equipment in large-scale mass activities and the safety supervision and management of food and drugs. ;

(3) The cultural authorities are responsible for the supervision and management of commercial performance activities;

(4) The sports authorities are responsible for the supervision, management and guidance of sports events;

(7) The health authority is responsible for the supervision of the hygiene of public places during large-scale mass activities. Article 6 This city encourages business units related to the safety management of large-scale mass events to organize and establish industry associations, implement industry self-discipline management, organize the formulation of industry regulations under the guidance of relevant departments, carry out safety education and training activities, and guide members to establish a safety responsibility system. Article 7: This city implements a safety grade management system for large-scale mass activities based on risk levels.

The public security agency that implements security licensing shall provide guidance and services to the undertaker in carrying out security level assessment work.

The organizer shall conduct a safety level assessment based on the large-scale mass activity plan, epidemic prevention and control requirements, safety level assessment standards and safety work specifications, and form a written assessment report.

The safety level of large-scale mass activities is determined by the public security agency that implements security licensing on the basis of the organizer's self-evaluation. Article 8: The organizer shall prepare a safety work plan for large-scale mass activities based on the safety level assessment report and safety work specifications. The public security agency that implements security licensing shall provide guidance to the organizer.

The safety work plan for large-scale mass events should include the following contents:

(1) The time, location, content and organization method of the event;

(2) The organizational system, quantity, task allocation and identification signs of safety staff; if other units are entrusted to carry out safety work, they should provide safety work service agreements and other safety work-related agreements with other parties;

(3) Fire safety measures for event venues;

(4) On-site floor plans of event venues and the expected number of participants that match the capacity of the venue;

(5) Public security buffer zones and other types of The setting of functional areas and their instructions;

(6) Samples of tickets and certificates, anti-counterfeiting measures, ticket inspection measures for admissions, etc.;

(7) Security inspection Measures, including safety inspection facilities and equipment and investment in professional security personnel;

(8) Traffic organization plan, including vehicle parking, diversion and other measures;
