How powerful is HR?

I understand that a good HR can recruit people with a monthly salary of at least 10 thousand with a monthly salary of 5 thousand, make him work as hard as an ox, train him into a supervisor with a monthly salary of 20 thousand, and report the achievements and shortcomings of employees to every leader.
