Puyang was originally a whole city.

the State Council approved the cancellation of Anyang District Administrative Office and Puyang County, and established Puyang City as a provincial city, and the original Puyang County was changed into a suburb. Eight counties were placed under the jurisdiction of Puyang City, and the system of city governing counties was implemented, so it was not integrated at first.

The newly-established Puyang City is directly led by the province, and the former counties of Anyang, such as Fan County, Taiqian County, qingfeng county County, Nanle County, Neihuang County, hua county County, Changyuan County and Puyang County, are placed under the jurisdiction of Puyang City. At this point, Puyang Municipal Party Committee and Municipal Government were officially listed for office, and the original Anyang prefectural party committee, Anyang district administrative office and directly affiliated party and government organs, institutions and directly affiliated enterprises changed their names on the spot to set up Puyang city party and government organs, enterprises and institutions.
