The director of the Municipal Public Security Bureau is nominated by the Municipal Party Committee to the Standing Committee of the Municipal People's Congress, approved by the Provincial Public Security Department, and then elected and appointed by the Standing Committee of the Municipal People's Congress. According to Article 17 of the Regulations on the Organization and Management of Public Security Organs, the nomination of the chief leadership positions of public security organs of local people's governments at or above the county level shall be approved by the public security organs at the next higher level in advance.
