According to the needs of the work, the Foreign Affairs Office of Anhui Provincial People's Government is now openly hiring a group of lawyers as our perennial legal advisers and providing relevant auxiliary legal services. The relevant matters are hereby announced as follows:

I. qualifications

(a) high political quality, support the party's theory, line, principles and policies, generally should be China * * * production party party member.

(2) Having good professional ethics and a sense of social responsibility.

(3) A lawyer with more than 5 years' practice experience and strong professional ability. Should have legal professional qualification or lawyer qualification.

(four) strictly abide by the law, have not received criminal punishment, and the lawyers employed as legal advisers have not received administrative punishment from the judicial administrative department or industrial punishment from the bar association.

(5) Being in good health and having the time and energy necessary to perform their duties.

(six) familiar with international legal affairs and foreign-related business in our province, and have strong ability to analyze and deal with foreign-related legal affairs.

(seven) other conditions stipulated by the employment agency.

Second, the service content

(a) to provide legal advice to the Foreign Affairs Working Committee of the Provincial Party Committee and its office, and to provide legal opinions or legal opinions according to law.

(two) to provide legal advice for major decisions and major administrative acts of the Foreign Affairs Office of the province.

(three) to participate in the research, demonstration and drafting of relevant normative documents of the Foreign Affairs Office of the province. Participate in the formulation of the relevant work system of the Foreign Affairs Office of the province or provide legal advice.

(four) to provide legal services for the negotiation of important projects and the drafting, examination and signing of contracts and agreements. According to the invitation of the Foreign Affairs Office of the province, participate in the demonstration and evaluation of the budget (procurement) project of the Foreign Affairs Office of the province.

(five) to provide legal services for the Foreign Affairs Office of the province to handle cases involving law and litigation, letters and visits and major emergencies.

(six) to participate in administrative reconsideration, litigation, arbitration, mediation and other legal affairs.

(seven) legal popularization and legal knowledge lectures and other services at least once a year.

(eight) to handle other legal affairs assigned by the Foreign Affairs Office of the province.

Third, the service mode.

The service mode is team service, with fixed legal professionals stationed on duty. The personnel on duty must hold the legal professional qualification certificate, and their working hours shall be no less than 1 working day per month. The specific situation is clearly refined through the service contract.

Specifically, according to the principle of "one thing, one faction", contracted lawyers (law firms) provide accurate legal services according to the contents entrusted by the Foreign Affairs Office of the province every time. Signing lawyers (law firms) issue formal legal opinions on the matters entrusted by the Foreign Affairs Office of the province one by one.

Fourth, the management mode and cost

(1) Management mode: For lawyers (law firms) who voluntarily sign up and pass the qualification examination, the Foreign Affairs Office of the province will select lawyers (law firms) and sign legal consulting service contracts through comprehensive evaluation according to the service quality, work performance (situation), service content and fee quotation. The term of the contract is 1 year. After the expiration of the contract, it can be renewed by mutual consent.

(II) Expense budget: The annual legal consultant budget of the Foreign Affairs Office of the province is 60,000 yuan/year.

Verb (abbreviation of verb) selection and appointment procedure

The selection and appointment procedures of legal counsel are divided into four stages: registration, examination, publicity and appointment. Details are as follows:

1. Sign up. The Foreign Affairs Office of Anhui Province will issue the Announcement of the Foreign Affairs Office of Anhui Provincial People's Government on Hiring Legal Advisers through the portal website. Eligible lawyers (law firms) who are interested in registering should submit the registration materials, relevant qualification materials and supporting documents of the legal adviser of the Foreign Affairs Office of the People's Government of Anhui Province to Room 4089 of the General Office of the Foreign Affairs Office of the People's Government of Anhui Province before September 13, 2022. The application materials shall be sealed, and the seal bag shall be stamped with the official seal of the law firm.

2. review. According to the application materials, the Foreign Affairs Office of Anhui Provincial People's Government conducts qualification examination in accordance with the principles of openness, fairness and impartiality. Those who pass the qualification examination shall comprehensively consider the comprehensive strength, lawyer qualification, service mode, quotation and other related factors of the law firm, and determine the list of law firms to be employed.

3. publicity. The Foreign Affairs Office of Anhui Provincial People's Government will publicize the list of law firms to be hired to the public for 5 days through the portal website.

Step 4 date. If there is no objection at the expiration of the publicity period, the Foreign Affairs Office of Anhui Provincial People's Government will sign a formal legal consulting service contract with the finalized law firm.
