Now, on behalf of the Municipal People’s Government, I would like to report to the General Assembly Report on government work, please review it, and invite all members of the CPPCC and those present to put forward their opinions.

1. Review of work in 2014

In the past year of 2014, facing the complex and severe situation, under the strong leadership of the provincial party committee, provincial government and municipal party committee, we closely relied on the city's People, persisting in seeking progress while maintaining stability, reform and innovation, and characteristic breakthroughs, have successfully completed various tasks set by the Fourth Session of the Third Municipal People's Congress, and taken solid steps in promoting the construction of the "Holy Land Car Capital".

——The economic strength continues to increase. The provincial goals and tasks have been fully completed. The growth rate of various indicators is better than the national and provincial averages. The growth rate of major economic indicators has achieved "guaranteing five and competing for three". The regional GDP is expected to be 72.5 billion yuan, a year-on-year increase of 9.5%. The fixed asset investment of the whole society is 76.88 billion yuan, an increase of 22.3%, ranking second in the province; the added value of large-scale industries is 36.6 billion yuan, an increase of 11%, and the growth rate is tied for fourth in the province; local public finance budget Revenue was 3.67 billion yuan, an increase of 23.6%, ranking third in the province in terms of growth rate; foreign trade exports were US$1.27 billion, an increase of 13.1%; total retail sales of consumer goods was 35.44 billion yuan, an increase of 13.6%, ranking third in the province in terms of growth rate.

——Continuously improve the quality and efficiency of development. The industrial structure has been continuously optimized, and the proportion of secondary and tertiary industries has further increased. Key indicators are on the rise across the board. Industrial electricity consumption increased by 8.81%, ranking second in the province in growth rate; commercial road freight volume increased by 15.1%; new loans were 6.8 billion yuan, and the loan-to-deposit ratio increased by 2 percentage points. The production and sales rate of industrial products is 99.1%, ranking first in the province. Innovation-driven results have been remarkable, with 16 new high-tech enterprises and 5 well-known Chinese trademarks; the added value of strategic emerging industries was 4.4 billion yuan, an increase of 9.5%; the added value of high-tech industries was 6.65 billion yuan, an increase of 13%, with a high growth rate 2.2 percentage points for large-scale industries. The quality of fiscal revenue has been further improved, and the proportion of tax revenue in public budget revenue continues to increase.

——Project-driven continuous efforts. Plan and implement five large projects with an investment of about 5 billion yuan, opening the "era of large projects" in Suizhou. Among them, the ground photovoltaic power station, regional power grid transformation and 500 kV substation have started construction. The northern Hubei water resources allocation project and the Suizhou section of the Wuhan-Xi'an passenger dedicated line are about to start. Huaneng Suizhou 2×660,000 kilowatt coal-fired power plant project has been approved by the state. Project investment and competition for funds have both reached record highs. There are 220 projects of more than 100 million yuan under construction, 33 billion yuan of investment has been completed, and 4.98 billion yuan of free funds have been obtained. The western section of Mazhu Expressway in Suizhou is fully connected. Our city ranks first in the province in terms of highway ownership per 10,000 people. The extension of Baiyun Avenue and the Langhe section of Chime Bell Avenue have been completed and opened to traffic. The Binhu Sports Stadium, the new Government Service Center and the Urban Planning Exhibition Hall have been put into use. The construction of a second line of the Ningxi-Ningxia Railway, the East Outer Ring Road, and the media center are progressing as scheduled, and 8 new park roads including Luhe Avenue are newly built in the High-tech Zone. A number of key industrial projects such as Dongfeng Wheel New Factory and Aerospace Ssangyong New Energy Vehicle have been launched. China Resources Fengming Wind Farm has been put into operation, and the construction of Ma'anshan 100-MW photovoltaic power station and Jieshan, Zhonghuashan, and Huashan wind farms has been fully advanced. Suizhou has become the largest city in new energy in the province.

——People’s lives continue to improve. Fiscal expenditures on people's livelihood reached 9.08 billion yuan, accounting for 81.3% of the public budget expenditures, accounting for 6.3 percentage points higher than the province's total. The per capita disposable income of urban and rural residents in the city increased by 9.1% and 12% respectively, and the income growth rate of rural residents was higher than that of urban residents for three consecutive years. The "Ten Practical Things" promised by the municipal government at the beginning of the year, including supporting entrepreneurship to promote employment, construction of housing projects, and poverty alleviation and development, have been fully completed.

Over the past year, we have highlighted the "five grasps" and achieved new breakthroughs in many tasks.

(1) With the implementation of reform and opening up, development vitality has been significantly enhanced.

In the reform of the administrative approval system, the approval items were comprehensively cleaned up, 55 items were canceled or decentralized at the municipal level, the approval process was restructured, and the "one table system" for parallel approval, agency services, and construction project charges was implemented. The implementation of registered capital subscription system, corporate annual report publicity system, first license and then certificate and other measures have effectively stimulated market vitality. In terms of fiscal and financial reform, we further improved management mechanisms such as departmental budgets and government procurement, introduced implementation measures for financial project fund performance evaluation, and established a state-owned assets supervision system. The development of the capital market has accelerated, Hubei Bank has opened for business, Yuguo Mushroom Industry has been listed on the New Third Board, four companies have been listed on the New Fourth Board, and 1 billion yuan of construction investment bonds have been successfully issued. We launched “Guarantee Loans” and “Government-Bank Collective Loans” and issued loans of RMB 574 million to small, medium and micro enterprises. The city, counties and cities continued to be rated as “Financial Credit Cities and Counties”. Regarding the reform of the rural property rights system, Sui County took the lead in completing the land rights registration and certification work in the province. Guangshui City and Zengdu District advanced smoothly as planned. The city added 84,000 acres of transferred land, with a total area of ??nearly 500,000 acres. The pilot projects for rural comprehensive property rights transactions in Huantan Town and Hongshan Town were successful.

In terms of institutional reform, the reform of health and family planning institutions at the city and county levels has been fully completed, the reform of public hospitals has been accelerated, the disease emergency assistance system and the basic drug system have been continuously improved, and the medical and elderly care in the Dahongshan Scenic Area have been "jointly constructed with two rooms and integrated with medical and nursing care" The pilot results are good. A three-level food and drug supervision system at city, county and township levels has been fully established. In terms of expanding opening up to the outside world, the total volume of foreign trade exports has steadily increased and the structure has been continuously optimized. The export of mushrooms ranks first in the country, the export of tea leaves ranks first in the province, and the export of mechanical and electrical products ranks third in the province. The provincial export special vehicle product quality and safety demonstration zone has been successfully created. The export tax refund and tax exemption handled amounted to 1 billion yuan, ranking first in the province in terms of increase. The quantity and quality of investment promotion have increased, with a total of 19 central and provincial enterprises settling in the city, and 120 newly signed projects, including 90 industrial projects. The city's actual utilization of internal funds was 19.6 billion yuan, and foreign investment was nearly US$100 million, an increase of 25.5% and 13.5% respectively.

(2) Focus on structural optimization and highlight highlights in transformation and upgrading.

Modern agriculture develops steadily. The total grain output was 1.655 million tons, an increase of 73,000 tons, the best level in history. 1.15 billion yuan of agricultural-related funds have been integrated to support the development of agricultural industrialization, and special planting and breeding industries such as edible fungi, potatoes, livestock and poultry have grown steadily. We accelerated the construction of rural infrastructure, completed the risk removal and reinforcement of 72 small (secondary) reservoirs, and solved the problem of safe drinking water for 160,000 rural residents. Strive for 10 high-yield farmland consolidation projects covering an area of ??120,000 acres. 379 kilometers of roads leading to villages have been built, and roads of Grade II or above reach all towns and villages. The industrial economy stabilized and rebounded. Multiple measures were taken to help enterprises cope with the economic downturn, and despite more difficulties than expected, the results were better than expected. The total industrial output value of the whole year was 122 billion yuan, an increase of 11%. The "six pillar industries" have strong support, driving industrial growth by 14.5 percentage points. The output value of the automobile machinery and food industries both exceeded 35 billion yuan, and the foundry industry became the city's fourth provincial key industrial cluster. Taking the CCTV exposure as an opportunity, we acted after hearing the news, implemented strict measures and strict management, further promoted the rectification and resource integration of the special automobile industry, severely cracked down on illegal production and sales, turned crises into opportunities, changed from passive to proactive, and steadily improved the quality of special automobile products. , the market order has improved significantly. Our city has been awarded the first batch of national special vehicle industry regional brand construction pilots, the national special vehicle high-tech industrialization base, and the Hubei Province new industrialization industry demonstration base. The brand image of "China's Special Purpose Vehicle Capital" has been further consolidated and improved. . The construction of key projects of the "Six Fifties" has achieved remarkable results, with 5 billion-yuan projects and 50 technical transformation projects worth 30 million yuan or more having completed investment of 8 billion yuan. The growth of small and medium-sized enterprises accelerated, with 86 new large-scale enterprises and the number of enterprises worth more than 100 million yuan exceeded 400. Our city has 9 companies shortlisted for the top 100 private enterprises in Hubei, ranking fourth in the province after the "one main and two deputy" cities. The tertiary industry is heating up and accelerating. The root-seeking festival in the Jiawu Year was successfully held, and cultural tourism developed rapidly. The protection and development of Dahongshan Mountain has been integrated into the provincial overall planning, and it has been approved as the provincial eco-tourism demonstration zone. The core scenic spots are open to welcome guests, the cultural park is fully completed, the Millennium Ginkgo Valley "Golden Moon" is popular and orderly, and the three scenic spots have simultaneously been ranked among the national 4A-level scenic spots. The hometown of Emperor Yan, the museum, and the tomb of Zeng Houyi jointly created a 5A-level scenic spot that passed the national landscape quality review. The city received 15.835 million tourists, and its comprehensive tourism revenue was 9.71 billion yuan, an increase of 9.2% and 7.3% respectively. The modern service industry is gradually prospering, e-commerce is developing at an accelerated pace, "Taobao·Characteristic China-Suizhou Pavilion" was approved to open, and the first Qingdao Beer Festival has achieved good results. Supervision of specialized markets such as agricultural supplies, cigarettes, and refined oil products has been strengthened, and the increase in consumer prices has been lower than the provincial average. The economic strength of the county has been enhanced. Zengdu District continues to maintain the first place in the province, and the comprehensive competitiveness of Guangshui City and Sui County continues to improve. The construction of the new ecological industrial city in the high-tech zone is proceeding in an orderly manner, and the establishment of a national high-tech zone has passed the preliminary review by the Ministry of Science and Technology.

(3) Pay attention to the coordination of urban and rural areas, and Shen Yun Suizhou will show a new look. The creation of the "3+3" city brand came to a successful conclusion. Our city was officially awarded the National Garden City, the National Forest City and the Provincial Environmental Protection Model City. It successfully passed the review of the National Historical and Cultural City and the Provincial Civilized City and Sanitary City. The city's urbanization rate increased by 2 percentage points. Urban and rural planning is more scientific. Continue to optimize the urban spatial layout, and compile 295 plans such as the city's urbanization development strategy, comprehensive transportation system, and urban design in the south area of ??the city. Urban functions are more complete. 49 key municipal projects have been implemented in the main urban area. "Two roads and one bridge" on Qingnian Road have been fully connected. A number of compressed garbage transfer stations have been built. All back streets and alleys in the main urban area have been hardened and brightened. 210,000 square meters of green space have been added. The county has simultaneously promoted the construction of four main functional areas: new city expansion, old city renovation, development zones and Yandi’s hometown scenic spot; Guangshui City’s “one river and two banks” has begun to take shape and has become a provincial-level civilized city. Urban management is more orderly. We will implement a relatively centralized administrative penalty power management model and basically build a digital urban management command center. The intelligent transportation comprehensive management and control system was launched, the motorcycle and electric vehicle management systems and mechanisms were innovated, and the "road market" was intensively rectified. The pilot project of special rectification of residential property management has achieved initial results. The countryside looks more beautiful. Deepening the "Clean Beautiful Home Campaign" and strengthening rural domestic waste management, our city ranked third in the province's first evaluation, and Zengdu District was included in the province's county-wide promotion pilot.

The construction of beautiful rural demonstration films in the High-tech Zone has been solidly advanced. 7 towns in the city have been selected as national key towns, 3 villages have been selected into the third batch of Chinese traditional village protection lists, 10 villages have become provincial livable villages, and 8 villages have been rated as provincial green demonstration villages. , Dahongshan Changgang Town and Guangshui Taoyuan Village respectively ranked among the top ten most beautiful towns and villages in the province.

(4) Focus on improving people’s livelihood and ensuring overall social harmony and stability. Actively carry out employment and social security work. An additional 130 million yuan of small-amount guaranteed loans for entrepreneurship and employment were issued, 23,000 new urban jobs were created, and entrepreneurship created employment for 2,950 people. Five social insurances have been expanded to cover nearly 10,000 people, and the minimum living security for urban and rural residents, pension insurance benefits for enterprise retirees and landless farmers have continued to increase; a disease emergency assistance system has been implemented, the major disease protection system has been improved, and the level of medical services has been further improved. We continued to promote the "Three People's Projects" and handled a total of 160,000 items for residents. Strengthen urban and rural grid management, strive to build a large-scale mediation pattern for conflicts and disputes, and resolve 1,100 backlogged complaints. We have accelerated the improvement of the public security prevention and control system, adhered to the "six-police-in-one" patrol mechanism, solved all murder cases for two consecutive years, successfully detected major cases such as smuggling of weapons and ammunition, excavation of ancient tombs, and fund-raising fraud, and many other tasks such as anti-drug control have entered the national The first phalanx of the province ranks among the top in the province in indicators such as people's sense of security, safety awareness rate and participation rate. While summarizing the achievements, we are also clearly aware that we still face many difficulties and problems on the way forward: First, the foundation for economic growth is not solid. Affected by the macroeconomic downturn, the growth rates of some economic indicators such as fixed asset investment and industrial added value have declined to varying degrees, and the production of some key enterprises has declined. Second, factor protection is obviously insufficient. National policies on environmental protection, land, and forestry are tightening, and structural contradictions in financing difficulties, expensive financing, and employment have become more apparent, and the production and operation costs of some enterprises have increased. Third, public service protection is insufficient. Citizens have reported that problems such as traffic congestion, poor environmental quality, and low education quality need to be further resolved. Grassroots basic work such as legal governance, production safety, food safety, and campus safety are still weak. Fourth, a few departments and staff are not efficient. This is manifested in the lack of a deep understanding of the new normal, inaccurate grasp, and insufficient adaptability. Some people do not have a strong sense of responsibility and service awareness, and do not serve as officials. The government affairs environment needs to be further optimized, and the work style construction needs to be in-depth. We must attach great importance to these problems, take comprehensive measures, and strive to solve them.

2. Situation and tasks in 2015

The overall requirements for government work this year are: comprehensively implement the 18th National Congress of the Communist Party of China, the Third and Fourth Plenary Sessions of the 18th Central Committee of the Communist Party of China and the Central Committee and the Central Committee of the Communist Party of China. The above goals are based on the new normal of economic development and the new requirements of Suizhou's transformation and leap forward.
