Compulsory education enrollment is managed by counties and districts, and the people's governments of counties and districts shall bear the main responsibility for school enrollment in the compulsory education stage within their jurisdiction according to law. The people's government at the county level should scientifically formulate the development plan of compulsory education in this region, ensure that compulsory education degrees are mainly provided by public schools, and resolutely prevent the government from pushing the main responsibility of implementing compulsory education to the market.

(two) adhere to the principle of admission to the nearest school without examination. All compulsory education schools must strictly abide by the compulsory education exemption admission regulations. The education administrative departments of counties and districts should scientifically and reasonably determine the enrollment scale and enrollment scope of compulsory education schools according to the overall goal of "dicing enrollment and students entering the school nearby", proceeding from reality, and according to factors such as the number of school-age children and adolescents in the county, school layout, school conditions, number of degrees and traffic conditions. The scope of enrollment areas should be announced in a timely manner. Schools in accordance with the principle of "consistent households" priority, arrange enrollment in batches, and encourage the implementation of "multi-school dicing and random allocation".

(3) Enrollment of Luoyang Foreign Language School

Luoyang Foreign Language School is a school with foreign language characteristics and one of the first 22 foreign language schools registered by the Ministry of Education. 3. Strengthen the management of student status. 5. Strictly implement the enrollment discipline. Conscientiously implement the "ten prohibitions" discipline of the Ministry of Education. 6. Strengthen enrollment publicity. All counties and districts should cooperate with propaganda departments and news media, strengthen public opinion propaganda and guidance, interpret enrollment policies, publicize specific measures to promote educational equity, create correct values on the quality of compulsory education and the growth of students in the whole society, guide parents to establish scientific educational concepts, and abandon the utilitarian tendency of focusing only on grades and entering higher schools.

Counties and districts should, in combination with the local education reality, formulate the implementation plan for compulsory education enrollment in the local area, and submit it to the Basic Education Department of the Municipal Education Bureau for the record before the end of May and release it to the public.

7. Strengthen supervision and accountability. Private schools that seriously violate the rules of enrollment will be punished by reducing the enrollment plan for the next year, stopping enrollment and even revoking the school license. If the supervision of local school enrollment is weak, the responsibility of relevant responsible management departments and personnel shall be investigated according to law and discipline.
