Notice of Luoyang Municipality on Implementing the Compensation and Resettlement for Land Requisition of the Fourth Batch of Urban Construction Land in 20 18

According to the overall land use planning and annual land use planning indicators of three towns and four villages such as Guomao Village, Baimasi Town, Luolong District, it is planned to expropriate 32. 1498 hectares of collective land, including 7.4858 hectares of agricultural land and 24.664 hectares of construction land. According to the provisions of Article 47 of the Land Administration Law of the People's Republic of China, relevant matters concerning land acquisition compensation and resettlement are hereby notified as follows:

I. Scope of land to be expropriated

1 Plot: Production Road in Guo Mao Village in the east, Guo Mao Village in the west, Guo Mao Village in the south and irrigated land in Guo Mao Village in the north;

Plot 2: East to Guo Mao Village Dryland, west to Guo Mao Village, south to Guo Mao Village Dryland, and north to Guo Mao Village Dryland;

Plot 3: Irrigated land in Guo Mao Village in the east, irrigated land in Guo Mao Village in the west, irrigated land in Guo Mao Village in the south and irrigated land in Guo Mao Village in the north;

Plot 4: Guo Mao Village in the east, irrigated land in Guo Mao Village in the west, Guo Mao Village in the south and Guo Mao Village in the north;

Plot 5: irrigated land in Chege Village in the east, irrigated land in Chege Village in the west, canal in Chege Village in the south and Chege Village in the north;

Two, the status quo, land type and area of the expropriated land.

It is planned to requisition the collective land of Guomao Village, Baimasi Town, Luolong District 10. 1445 hectares, including 5.5405 hectares of agricultural land and 4.604 hectares of construction land;

It is planned to requisition 0.347 1 hectare of collective land in Chege Village, Guanlin Sub-district Office, Luolong District, including 0.2685 hectares of agricultural land and 0.0786 hectares of construction land;

It is planned to requisition 20.3 1 12 hectares of collective land, 0.6768 hectares of agricultural land and 8.6344 hectares of construction land in Liu Fu Village, Guanlin Sub-district Office, Luolong District;

It is planned to requisition the collective land of Longtai Community in Kaiyuan Road Sub-district Office of Luolong District 1.3470 hectares, all of which are construction land.

Three. Expropriated land use

After land acquisition, it is planned to be used as resettlement land.

Fourth, the compensation standard for land acquisition.

The compensation standard for land requisition shall be implemented in accordance with the Notice of the People's Government of Henan Province on Relevant Issues Concerning the Collection of Comprehensive Land Price in Agricultural Areas, and the standard is148.5-2.475 million yuan/hectare. The social security standard is implemented in accordance with the Notice of Henan Provincial Department of Human Resources and Social Security on Promulgating the Minimum Social Security Fee for Land-expropriated Farmers in 2020, and the standard is 7 1.7 million yuan/hectare. The above two comprehensive compensation standards are 2. 20.2-319200 yuan/hectare, and the total cost of land acquisition compensation is 817335 million yuan.

The compensation standard for ground attachments shall be implemented in accordance with the Notice of the Office of Luoyang Municipal People's Government on Printing and Distributing the Compensation Standard for Ground Attachments of National Construction Expropriation Collective Land in Luoyang, and compensation shall be made according to the facts.

Ways and methods of relocating verbs (abbreviation of verb)

The expropriated land is to be resettled through the following channels:

1. Currency settlement. Pay 58,682,093 yuan of land acquisition compensation and resettlement fees to rural collective economic organizations on time and in full, and distribute them according to laws and regulations.

2. Social security resettlement. A total of 230514.07 million yuan of social security funds have been implemented for this batch of land, which has been deposited in the designated account of our city. After the implementation of expropriation, eligible landless farmers will be included in the social security system.

Other matters of intransitive verbs

1. Within 30 days from the date of announcement, the owner and user of the expropriated land shall handle the compensation registration with the certificate of real estate ownership, and sign the compensation and resettlement agreement with the Luolong District People's Government.

2. Since the date of announcement, no unit or individual will be compensated for planting, planting and building within the scope of land acquisition.

3. Where the rural collective economic organizations and their members and other interested parties involved in the expropriated land have opinions, please give feedback to the Luolong District Bureau of Land and Resources within 30 days from the date of promulgation of this notice.
