Regulations of Wuxi Municipality on Dog Breeding Management

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and in the light of the actual situation of this Municipality for the purpose of maintaining social public order and city appearance and environment, safeguarding citizens' health and personal safety, strengthening dog-raising management and regulating dog-raising behavior. Article 2 Units and individuals that raise dogs, raise dogs and engage in dog-raising activities within the administrative area of this Municipality shall abide by these regulations.

The management of troops, police dogs, zoos, dogs for scientific research and experiments and other special dogs shall be implemented in accordance with the relevant provisions of the state. Article 3 Dog-raising activities shall follow the principles of combining management with service, combining law enforcement by administrative organs with participation of grass-roots organizations in management, and combining self-discipline of dog-raising units and individuals (hereinafter referred to as dog owners) with social supervision. Article 4 The people's governments at all levels in this Municipality shall be responsible for organizing the implementation of these Regulations.

City, city not divided into districts, district people's governments and new district administrative committees shall establish a dog management guidance, coordination, inspection and supervision mechanism composed of public security departments in conjunction with agriculture, forestry, urban management, industry and commerce, health, drug administration, environmental protection, gardens, municipal utilities, housing management and other departments.

Other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in dog management. Article 5 Any unit or individual has the right to discourage illegal dog-keeping, or report to the relevant administrative departments such as public security, agriculture, forestry and urban management, and have the right to know the results of the treatment.

Article 6 The legitimate rights and interests of dog owners are protected according to law; Raising a dog shall not harm the legitimate rights and interests of others. Chapter II Dog Breeding Areas and Immunity and Registration Article 7 Chong 'an District, nanchang district District, Beitang District, Binhu District and New District of this Municipality are the key dog breeding management areas.

The rural areas in other parts of this Municipality and the areas listed in the preceding paragraph are general dog management areas.

Towns and densely populated areas within the general dog management area shall be determined by the people's governments of cities and districts not divided into districts and managed in accordance with the provisions of key dog management areas. Eighth in the key dog management area, each household is limited to one dog; Blind people and physically disabled people are limited to one guide dog or disabled dog.

Individuals are prohibited from raising strong dogs and large dogs in key dog management areas. The specific species prohibited from breeding shall be determined by the public security department in conjunction with the agriculture and forestry department and announced to the public.

Dogs are prohibited in hospitals (except animal hospitals), schools, kindergartens, nursing homes and dormitory areas. Ninth city, the Municipal People's government without districts and the new district administrative committee may, according to the needs, delimit the areas and time periods where dogs are prohibited from traveling during major holidays and events, and announce them to the public.

Residents' committees, villagers' committees, and owners' committees of residential quarters may set areas and time periods in which dogs are prohibited from walking in their residential areas, and publish them. Tenth units to raise dogs shall meet the following conditions:

(a) belongs to the national cultural relics protection, dangerous goods storage, important storage, animal performances and other units, because of the special needs of the work, and has the legal proof of the unit and its legal representative;

(two) there are professionally trained managers responsible for discipline management;

(3) Having safe and reliable facilities such as dog cages and kennels. Article 11 An individual raising a dog shall meet the following conditions:

(a) with the city's permanent residence or temporary residence of the legal proof;

(2) Having full capacity for civil conduct;

(3) Having a fixed residence and living in a single household. Twelfth dog compulsory immunization and registration system; Without immunization and registration, no unit or individual may raise a dog.

Dog owners should take their dogs to the animal epidemic prevention agency or its authorized animal diagnosis and treatment institution for quarantine and injection of rabies vaccine to obtain proof of dog immunity; The animal epidemic prevention agency shall inform the dog breeder of the effective period of immunization and the time for re-injection of rabies vaccine.

Dog owners should go through the dog registration formalities with the public security department on the strength of the dog immunization certificate. Thirteenth units and individuals that raise dogs should go to the local public security department to receive an application form for raising dogs.

The public security department shall, within fifteen days from the date of receiving the application for raising a dog, review the applications submitted by units and individuals and the relevant certification materials. To meet the conditions stipulated in Article 10 or Article 11 of these regulations, it shall be registered, dog registration certificate and dog license shall be issued, and electronic identification marks shall be implanted for dogs. Those who do not meet the requirements shall not be registered, and the reasons shall be explained in writing. Fourteenth dog registration certificate is valid for one year. If it is necessary to continue to raise dogs at the expiration of the period, the dog owner shall, within 30 days before the expiration of the dog registration certificate, go through the extension formalities with the original registration department with a valid dog immunization certificate and dog registration certificate. Fifteenth in any of the following circumstances, the dog owner shall go through the relevant formalities in the public security department:

(1) Where the domicile is changed, the registration of change shall be handled within 30 days from the date of change;

(2) If the dog is transferred, the transferor and the transferee shall jointly handle the change registration within fifteen days from the date of transfer;

(3) If a dog dies, it shall cancel its registration within fifteen days from the date of death;

(four) to give up the dog, the dog shall be sent to the dog reception center, and the registration shall be cancelled within seven days;

(five) if the dog registration certificate or dog license is lost, it shall apply for a replacement within fifteen days from the date of loss;

(6) If a dog is missing, it shall go through the filing formalities within seven days from the date of disappearance.
