The central government decided to start the process of recruiting college graduates to serve in villages. According to the spirit of the "Notice on Issuing the Opinions on the Selection of College Graduates to Work in Villages (Trial)" (Zutongzi [2008] No. 18) by the Organization Department of the Central Committee and other four ministries and the Provincial Party Committee Organization Department and the Provincial Department of Education , the Provincial Department of Finance, the Provincial Department of Personnel, and the Provincial Department of Labor and Social Security "Notice on Issuing the Implementation Opinions on Selecting College Graduates to Work in Villages (Trial)" (Lu Zutong Zi [2008] No. 40 ) requirements, the relevant matters concerning the selection of college graduates to work in villages in our province in 2008 are now announced as follows:
1. Number of selection plans
In 2008, the province plans to select 2,599 college graduates were recruited to serve in villages and arranged to be organized and implemented in Linyi and Binzhou cities. Among them, 2,000 were assigned to Linyi City, 599 were assigned to Yinan County, Pingyi County, Fei County, Cangshan County, and Junan County, and 599 were assigned to Binzhou City. , arranged to Huimin County, Yangxin County, and Wudi County.
2. Selection Targets and Conditions
Selection targets are Shandong students under 30 years old (born after August 17, 1977) or full-time general universities with Shandong permanent residence. Graduates with a college degree or above (excluding students with directional training and entrusted training), focusing on undergraduates and graduate students who graduated in 2008 and previous graduates in 2006 and 2007, are in principle Party members of the Communist Party of China (including probationary Party members), non- Outstanding league cadres and outstanding student cadres who are members of the Communist Party of China can also be recruited. College graduates who have completed their participation in the "Three Supports and One Support" program and other activities, as well as college graduates who have been previously recruited to serve in villages (communities) in various cities, can participate in the selection with the approval of the organization.
Basic conditions for selection: (1) Good ideological and political quality, down-to-earth style, hard-working, and strong sense of organizational discipline. (2) Have good academic performance and have certain organizational and coordination abilities. (3) Volunteer to work at the grassroots level in rural areas. (4) Good health.
3. Selection Procedure
1. Individual registration (August 4th - August 8th). College graduates who meet the selection requirements should log in to the designated registration website, truthfully fill in and submit relevant personal application information, and upload electronic photos (recent front-facing ID photos without hats, jpg format, less than 20kb). Each candidate is limited to one city. Candidates who apply for Linyi City log on to the Linyi Personnel Examination Information Network (www.rsks.lyrs.gov.cn), and candidates who apply for Binzhou City log on to the Binzhou Personnel Examination Information Network (www.bzrsks.gov.cn) ). If an applicant logs in multiple times to fill in the application information before the preliminary qualification review, the last filled in information will automatically replace the previously filled in information. Once the registration qualification is approved in the preliminary review, it cannot be changed. There is no registration fee.
2. Qualification review (August 5-August 9). The two cities have designated dedicated personnel to be responsible for the preliminary qualification review. During the registration period, they will check the online registration status of this city. Based on the information submitted by the applicants, they will conduct a preliminary review of the qualifications of the applicants from the previous day and publish the preliminary review results online. Qualification review runs through the entire selection process. If any candidate is found not to meet the selection requirements at any stage, his or her qualifications will be canceled at any time.
3. Written test (August 17). Test centers are set up in Linyi and Binzhou cities. Candidates who have passed the registration confirmation should log in to the corresponding registration website from August 12 to August 14, 2008, download and print the admission ticket and the "Registration Form for College Graduates Selected to Work in Villages", the examination time, location and examination room arrangements It is stated on the admission ticket. Candidates who do not have the printing conditions can print their documents at the personnel office of the city where they are applying with their valid ID the day before the exam.
Candidates must bring their admission ticket and ID card when taking the exam.
On August 21, the examination results were announced on the personnel examination information websites of Binzhou and Linyi cities.
4. Interview and inspection. Based on the written test scores and the allocation of quotas between the two cities, the city will be drawn as a unit, and the interview candidates will be determined from high scores to low scores according to the 1:1.2 ratio of the selection plan. The interview is arranged before the physical examination. Qualification review will be conducted before the interview. Candidates need to bring the following materials: "Registration Form for College Graduates to be Recruited to the Village" (paper version, 16 pages, in duplicate), original ID card and graduation certificate, Chinese *** Relevant certification materials for party members or student cadres.
5. Physical examination. The two cities will determine the physical examination personnel according to the employment plan at a ratio of 1:1 based on the interviews and inspections. The physical examination refers to the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)" (Ministry of Human Resources and Social Security [2005] No. 1).
If there are people who fail the interview or physical examination and there is a vacancy in the employment plan, the candidates who have not been listed as candidates for the interview or physical examination will be filled in equal amounts from the highest score to the lowest score.
The time and location of the physical examination will be notified separately by the two cities. Candidates are advised to check the relevant information on the Linyi City and Binzhou City Personnel Examination Information Network.
6. Public announcement (August 28-August 30). The candidates to be selected will be publicized on the Binzhou and Linyi City Personnel Examination Information Network and other relevant media. The publicity period will be 3 days.
7. Confirm employment. The two cities will determine the personnel to be hired based on the public announcement, and the list of personnel, villages and positions will be reported to the Organization Department of the Provincial Party Committee for record.
8. Training and induction. In early September, the two cities organized pre-job training for hired personnel.
4. Selection and appointment
The two cities shall follow the principles of conducive to unified management and services, conducive to the development of work, and conducive to the training and training of cadres, based on the characteristics and majors of the hired personnel, Assign to counties and arrange positions reasonably. Focus on dispatching to villages with a certain work foundation, strong teams, and good village customs.
Those who are formal Party members of the Communist Party of China are generally arranged to serve as assistants to the village party organization secretaries; those who are probationary Party members of the Communist Party of China or non-Party members of the Communist Party of China are generally arranged to serve as village committee members The position of assistant director; those who are members of the *** Youth League can be arranged to concurrently serve as the secretary and deputy secretary of the village league organization. After a period of practical work, those who are recognized by the majority of party members and the masses can be recommended to participate in elections to serve as village party organization secretary, deputy secretary and other positions.
5. Policies and benefits
Recruited personnel enjoy the following policies and benefits:
1. Comparing with local towns and villages, newly recruited civil servants with equivalent academic qualifications from college graduates have expired. The work and living subsidy standards are determined based on the final wage income level and are paid on a monthly basis; they participate in pension social insurance.
2. While serving in the village, apply for medical and personal accident commercial insurance.
3. A one-time resettlement fee of 2,000 yuan per capita will be provided.
4. For those who comply with the national student loan reimbursement policy and pass the assessment during the employment period, the principal and interest of the national student loan during their schooling will be repaid by the state.
5. Those who have worked in the village for more than 2 years and meet the application conditions and qualifications for "selected students" in that year can participate in the unified recruitment examination for selected students upon recommendation by the organization.
6. After serving in the village for 2 years, if you apply for civil servants at the county level or above in our province within three years, your total written test score will be added by 4 points; if you apply for the civil servants at township government agencies, your total written test score will be added by 8 points; Those who participate in the open recruitment of municipal and provincial public institutions at or above the prefecture level will receive an additional 5 points for their written test scores; those who participate in the open recruitment of various public institutions in counties and townships will receive an additional 10 points for their written test scores.
7. Those who have performed well during the employment period and passed the assessment will be given priority in admission under the same conditions when applying for graduate school.
8. After being formally employed by the party and government agencies or enterprises and institutions, the working time in the village can be calculated into the length of service and social insurance payment years.
9. If you take a job in a village in an economically underdeveloped county, you can keep your household registration in your current place of household registration, or you can move to your place of work according to your own wishes.
6. Management Services
1. The personnel employed are "special positions in village-level organizations" and are non-civil servants. Work management and assessment shall be carried out in accordance with the relevant regulations of civil servants. , the township party committee and government are responsible; personnel files are managed by the county-level organization department or the talent service agency affiliated to the county-level personnel department is free of charge, and the party and league relations are transferred to the village. Before officially performing their duties, the county-level organizational department signs an employment contract with the employee.
2. In principle, the working period of the hired personnel in the village is 3 years. After the work period expires, those who pass the organizational assessment and are willing can continue to be employed. Those who are no longer employed will be guided and encouraged to find independent employment and start their own businesses.
3. The township party committee and government are responsible for arranging the food, accommodation and daily life of the hired personnel.
4. Recruitment personnel must work in the village during the period of employment, and are not allowed to be seconded to township or higher authorities or other units.
5. If the employee violates management regulations or terminates the contract due to personal request during the employment period, he will be dismissed. Dismissed personnel will no longer enjoy relevant policy benefits.
