Why didn't the China-Vietnam Railway be built?

Vietnam's land acquisition work has not been done well. As the Sino-Vietnamese Railway is a cross-border railway between China and Vietnam, there is no problem in the construction of China, and the land acquisition work in Vietnam has not been done well, so the construction of the Sino-Vietnamese Railway cannot continue until the land acquisition work in Vietnam is done well.
