A master's degree with less than 17 full-time education is generally considered as a double bachelor's degree. That's 22 points in education.

Your adult education is the key. If you have a full-time three-year degree and enough credits, the academic performance of a three-year college is actually 22 points. To calculate the school age, in fact, primary school is six years, middle school is six years, and adult education is three years. If the master's degree is 2 years, your teaching experience is 17, which is an education score of 25 points. Of course, it does not rule out that the adult education course is not full-time, or the master's course is not as long as two years, so it can only be counted as 22 points.

Whether your academic score is 22 or 25, your university degree must be certified by Tsinghua, which is the requirement of Canadian federal skilled immigrants. Overseas education does not require certification.
