According to the Administrative Measures of the People's Republic of China on the Issuance of Ordinary Passports and Entry-Exit Passes

Article 4 When applying for an ordinary passport, a citizen shall submit it to the exit-entry administration department of the public security organ of the local people's government at or above the county level where his domicile is located, and submit the following authentic and valid materials:

The scope of remote areas or areas with inconvenient transportation shall be determined by the exit-entry administration department of the public security organ of the provincial local people's government, and shall be announced to the public after being reported to the exit-entry administration department of the Ministry of Public Security for the record.
