Article 3 Those engaged in planning and construction, resource development, production and living, ecological protection, supervision and management and other related activities within the jurisdiction of this city in the Yuhe Basin must abide by these regulations. Article 4 The ecological protection of the Yuhe River Basin shall adhere to the principles of unified planning, priority in protection, adapting measures to local conditions, and scientific restoration. Article 5 The municipal and county (district) people's governments shall strengthen the leadership of ecological protection in river basins, implement the river chief system, establish a joint meeting system for ecological protection in river basins, coordinate and resolve major issues in ecological protection in river basins, and implement protection measures.

The water administration, ecological environment, development and reform, natural resources, agriculture and rural areas, cultural tourism and other departments of the municipal and county (district) people's governments shall do a good job in ecological protection of the Yuhe River Basin in accordance with their respective responsibilities. Article 6 The municipal and county (district) people's governments shall include the ecological protection of the Yuhe River Basin in the national economic and social development plan, ensure public financial investment in the ecological protection of the Yuhe Basin, and encourage and guide social funds to participate in the Yuhe River Basin. Article 7 The Municipal People's Government shall establish and improve the compensation mechanism for ecological protection in the Yuhe River Basin, and formulate specific compensation measures for ecological protection, landscaping, sewage and garbage management, natural resource expropriation, resettlement and relocation, and clean agricultural production. Chapter 2 Ecological Restoration Article 8 The municipal and county (district) people's governments shall, in accordance with the ecological protection plan of the Yuhe River Basin, coordinate the comprehensive management of mountains, water, forests, fields, lakes and grass, adopt comprehensive measures, adapt measures to local conditions, treat both symptoms and root causes, and improve Watershed ecological environment carrying capacity. Article 9: Optimize the utilization structure of land resources and increase the area of ??woodlands, grasslands, waters and wetlands. It is prohibited to cultivate crops on steep slopes above 25 degrees. When planting economic forests on steep slopes above 25 degrees, tree species should be selected scientifically, the scale should be reasonably determined, and water and soil conservation measures should be taken to prevent water and soil erosion. Article 10 Prioritize the use of surface water, make rational use of external water transfers, increase the use of recycled water, control the use of groundwater, follow the principles of upper storage, middle stagnation, and lower discharge, take into account the interests of the upstream and downstream, and the left and right banks, and promote the connection of rivers and lakes , to achieve multi-source complementarity. Article 11: Implement the management of the main stream and main tributaries of the Yuhe River, restore the water area and wetland areas of the Yuhe River Basin, build gates to store water in the main stream channel, and restore lakes, wetlands, and flood relief lakes with regulating and storage functions in the low-lying areas on both sides. and other water storage areas, increase groundwater recharge and cultivate aquatic animals and plants, protect biodiversity, control floods, improve water quality, and regulate microclimate. Article 12 The water administrative departments of the municipal and county (district) people's governments shall use the groundwater level monitoring system to implement water quantity and water level control and management of groundwater within their respective jurisdictions, and strictly limit the amount of groundwater extraction. In areas where the groundwater level shows a downward trend, groundwater extraction is not allowed to be increased, and water diverted from the Yellow River is given priority. Article 13: Municipal and county (district) people's governments shall delineate river source protection areas, implement scientific afforestation and grass planting, increase vegetation coverage, and promote natural ecological restoration.

In the Yuhe River Source Protection Area, activities that damage the ecological environment of the source, such as mining, quarrying, digging wells, digging springs, intercepting and diverting water, etc., are not allowed. Article 14: Give priority to supporting urban and rural domestic sewage treatment projects. Cities and towns should establish and improve public facilities such as production and domestic sewage treatment, water supply and drainage, and implement the diversion of rainwater and sewage to prevent environmental pollution. Rural production and domestic sewage should be treated harmlessly to prevent it from directly entering rivers and contaminating groundwater. Article 15: Improve the living environment of wild animals and plants, take effective measures to restore the ecological distribution areas of wild animals and plants in river basins, and create an ecological environment where people, water, and wild animals and plants thrive harmoniously.

The following acts that damage the living environment of wild animals and plants are prohibited:

(1) Destroy the waters, places and living conditions for wild animals and plants to live and reproduce;

( 2) Transplanting, multiplying, and releasing unapproved alien species in open waters;

(3) Other behaviors prohibited by laws and regulations. Article 16 The activities of mining coal, graphite, stone and other natural resources shall adhere to the unification of ecological benefits and economic benefits, and implement restoration responsibilities in accordance with the principle of whoever destroys shall repair. If the mining of natural resources causes ecological environment damage such as goaf collapse and ground exposure, comprehensive measures such as planting trees and grass, conserving water sources, conserving water and soil, greening and recultivation should be adopted to reconstruct and repair the ecological environment. Chapter 3 Ecological Protection Article 17 For the economic and social development and production and life in the Yuhe River Basin, the total amount of water consumption should be strictly controlled, water conservation should be promoted, and water use efficiency should be comprehensively improved.
