What does "children of migrant workers" mean?

Children of migrant workers refer to school-age children and adolescents who are registered in rural areas of other provinces (autonomous regions and municipalities) and counties (districts) outside the province and go to the city (live together) with their parents to receive compulsory education.

Migrant workers refer to workers whose household registration is still in rural areas, who work in cities and have been engaged in non-agricultural industries locally or in different places for 6 months or more.
