Regulations of Guizhou Province on Poverty Alleviation and Development

Chapter I General Provisions Article 1 In order to standardize poverty alleviation and development, accelerate economic and social development in poverty-stricken areas, realize poverty alleviation, narrow the gap between urban and rural development, and build a well-off society in an all-round way, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to poverty alleviation and development activities within the administrative area of this province. Article 3 The term "poverty alleviation and development" as mentioned in these Regulations refers to the activities of state organs and all walks of life to help poor areas and poor objects enhance their development ability and achieve poverty alleviation through policy, funds, materials and intellectual support.

The poverty-stricken areas mentioned in these Regulations refer to the concentrated contiguous areas with special difficulties determined by the state and the key counties, poverty-stricken counties, poverty-stricken towns and poverty-stricken villages determined by the province for poverty alleviation and development.

The object of poverty alleviation as mentioned in these Regulations refers to rural residents who meet the national poverty alleviation standards and have the ability to work. Fourth poverty alleviation and development should adhere to the combination of scientific development and development-oriented poverty alleviation, and follow the principles of government leadership, graded responsibility, departmental cooperation and social participation.

Poverty-stricken areas and poverty-stricken objects should be self-reliant, work hard, give full play to the main role, and constantly enhance their development capabilities. Article 5 People's governments at all levels shall take overall responsibility for the poverty alleviation and development work in their respective administrative areas, and the main person in charge shall be the first person in charge of the poverty alleviation and development work in their respective administrative areas, and the target responsibility and assessment system for poverty alleviation and development shall be implemented. Article 6 The poverty alleviation and development department of the people's government at or above the county level is the administrative department in charge of poverty alleviation and development of the people's government at the corresponding level, and is responsible for the planning, coordination, management, supervision and service of poverty alleviation and development work in this administrative region.

The relevant departments of the people's governments at or above the county level shall do a good job in poverty alleviation and development within the scope of their respective duties. Article 7 Poverty-stricken towns and villages identified by the province shall establish poverty alleviation and development institutions, and be equipped with corresponding staff according to poverty alleviation tasks. Article 8 The people's governments at or above the county level shall, in accordance with the requirements that regional development drives poverty alleviation and development, and poverty alleviation and development promotes regional development, continuously improve the economic and social development capacity of poverty-stricken areas through special poverty alleviation, industrial poverty alleviation and social poverty alleviation, and continuously improve the living standards and comprehensive quality of poor people.

Encourage the development of various pilot and demonstration areas for poverty alleviation and explore new ways for poverty alleviation and development. Chapter II Government Duties Article 9 The provincial people's government shall be responsible for formulating regional development and poverty alleviation plans in contiguous areas with special difficulties such as Wuling Mountain and Wumeng Mountain within the administrative region of this province and rocky desertification areas in Yunnan, Guangxi and Guizhou, and organizing their implementation.

People's governments at or above the county level shall formulate poverty alleviation plans in their respective administrative areas as an important part of national economic and social development plans, and link them with urban and rural planning, land use planning, industrial development planning and environmental protection planning at the corresponding level, and organize their implementation.

The poverty alleviation and development departments at or above the county level shall, according to the poverty alleviation plan formulated by the people's government at the corresponding level, formulate the annual poverty alleviation implementation plan and report it to the people's government at the corresponding level for approval before implementation.

When organizing the formulation of their own development plans, all relevant departments should take improving the development environment and conditions in poverty-stricken areas as an important content and complete the poverty alleviation tasks set by the state and the province. Tenth people's governments at or above the county level shall establish and improve the coordination mechanism of poverty alleviation and development, and coordinate and solve major problems in poverty alleviation and development. Eleventh provincial people's government in accordance with the relevant provisions of the state to adjust the national poverty alleviation and development key counties within their respective administrative areas, giving priority to supporting the development of old revolutionary counties and ethnic autonomous areas. Twelfth people's governments at all levels should establish and improve the identification mechanism of poverty alleviation objects, promote the effective connection between poverty alleviation and development and the rural minimum living security system, and implement dynamic monitoring and management of poverty-stricken areas and poverty alleviation objects.

Measures for the dynamic monitoring and management of poor areas and poor objects shall be formulated by the provincial poverty alleviation and development department in conjunction with relevant departments and submitted to the provincial people's government for approval. Article 13 People's governments at or above the county level shall formulate safeguard measures such as education, science and technology, culture, medical and health care, transportation and water conservancy, promoting employment and preventing poverty, and strengthen practical technical and labor skills training for poor people to improve their comprehensive quality. Article 14 People's governments at all levels shall take measures to give priority support to families of martyrs, disabled people in rural areas, ethnic minorities, family planning households, women and children, immigrants from ecological poverty alleviation, immigrants from reservoir areas and people who genuinely help the poor, and give priority to the development of ethnic groups with small population. Fifteenth people's governments at the county level shall meet the following conditions when coordinating and integrating resources according to the needs of major poverty alleviation issues:

(a) in line with the poverty alleviation plan of the people's governments at or above the county level;

(two) the project and the fund are similar in nature and have the same purpose;

(three) in line with the principles of industrialization, scale and maximization of project benefits;

(four) conducive to regional promotion and contiguous development;

(five) decided by the people's government at the county level.

Resource integration should be reported to the original project and fund examination and approval unit for the record. Article 16 The relevant departments of the people's governments at or above the county level shall arrange comprehensive agricultural development, land improvement, ecological construction, village-level highway construction, small watershed and soil erosion control, rural hydropower construction, education, science and technology, culture, health and other projects, and give priority to the implementation in poverty-stricken areas. Seventeenth statistics, poverty alleviation and development departments should establish and improve the statistical index system of poverty alleviation and development, jointly publish poverty alleviation and development in poverty-stricken areas, accurately reflect the changing trend of poverty situation and poverty alleviation targets, and provide a basis for poverty alleviation decision-making.
