Can circumcision among Filipino teenagers prevent AIDS?

No.

The International Health Organization has the following regulations for AIDS prevention:

① Management of sources of infection: High-risk groups should regularly test for HIV antibodies to avoid infecting others. Blood, body fluids and secretions of infected persons should be disinfected.

② Cut off the transmission route: avoid unsafe sexual behavior and prohibit sexual promiscuity. Strictly screen blood donors and strictly inspect blood products. Injection of drugs is strictly prohibited. Do not use toothbrushes or razors. Do not go to informal hospitals for examination and treatment.

③Protect vulnerable groups: Promote pre-marital and pre-pregnancy physical examinations.

Problem Analysis

In the above-mentioned regulations, there is no mention of "circumcision" at all. The mass circumcision of teenagers in the Philippines is done as a religious ceremony, not to prevent AIDS, so it cannot be confused.
