In 2006, the organizing committee of the event submitted an application for the establishment of the "Youth Invention and Innovation Award" to the the State Council Award Office. Approved by the National Science and Technology Awards Office, the "Enouxi Award for Invention and Innovation of Educational Informatization" was established in 2007 (according to the Chinese pronunciation of the activity "Network Original Competition"-English abbreviation "NOC"). This is the first award for teachers and students in primary and secondary schools to promote "independent innovation" according to the Regulations on National Science and Technology Awards.

Since the launch of "NOC Activity", finals have been held in Beijing, Guangzhou, Xi, Shenzhen, Chongqing, Wuhan and other places, with strong support from local provincial and municipal governments. The organizers decided that the final of the 7th NOC tournament will be held in Wuxi, Jiangsu Province, which will be jointly sponsored by Wuxi Intellectual Property Office and China Information Technology Education Magazine of the Ministry of Education.

In April, 2007, Singapore established the first overseas organizing committee of "NOC Activities".
