At first, Stalin agreed to the integration of Nagorno Karabakh into Armenia, but Azerbaijan strongly opposed it and held protests and demonstrations. Then, armed anti-Soviet actions broke out in Armenia. This made Stalin lose his affection for Armenia, so the Soviet authorities redistributed the Nagorno-Karabakh region to Azerbaijan.

More than half a century later, because of its completely different cultural beliefs from Armenians, Azerbaijan has been emigrating to Nagorno-Karabakh, trying to assimilate the people there in order to consolidate its rule.

Although Armenia is dissatisfied, it is helpless in the face of the Soviet Union's strong control over the South Caucasus.

Before the disintegration of the Soviet Union, Armenia finally saw hope. They began to openly oppose Soviet policies, and activities such as strikes, marches, protests and demonstrations intensified, urging Gorbachev to redraw the borders of the joining countries. But Gorbachev said that the border issue cannot be changed.
