Regulations of Baicheng Municipality on the Protection of Sijiazi City Site
As mentioned in these Regulations, Sijiazi City Site (hereinafter referred to as the city site) is located in Gucheng Village, the north bank of Taoer River, 4 kilometers south of Deshun Mongolian Township, Taobei District, and is the old town of Changchun in Liao Dynasty and Taizhou in Jin Dynasty. Article 3 The scope of protection of urban sites and the construction control zone shall be demarcated and promulgated by the Jilin Provincial People's Government and its relevant departments according to law.
The term "scope of protection" as mentioned in these Regulations refers to the areas under special protection for the ontology of cultural relics protection units and a certain range around them.
The term "construction control zone" as mentioned in these Regulations refers to the area where construction projects are restricted to protect the safety, environment and historical features of cultural relics protection units outside the scope of city site protection. Article 4 The protection of urban sites shall adhere to the principles of respecting history, giving priority to protection, scientific planning, rational utilization and strict management, safeguard the authenticity and integrity of historical and cultural heritage, protect interdependent natural and cultural landscapes, and maintain and continue the traditional pattern and historical features of urban sites. Article 5 The Municipal People's Government shall strengthen its leadership over the protection of urban sites and coordinate and solve major issues related to the protection of urban sites, such as planning, land acquisition and resettlement.
Taobei District People's Government (hereinafter referred to as the District People's Government) is the main person in charge of city site protection, and is responsible for coordinating and solving related problems of city site protection.
The competent department of cultural relics of the Municipal People's Government shall be responsible for the supervision and administration of the protection of urban sites.
The competent department of cultural relics of the District People's Government is responsible for the basic work of urban site protection.
The Township People's Government where the city site is located shall cooperate with the District People's Government to do a good job in the daily protection of the city site. Article 6 The departments of development and reform, public security, finance, natural resources, housing and urban construction, ecological environment, transportation, water conservancy, agriculture and rural areas, forestry and grassland of the municipal and district people's governments shall be responsible for the protection of city sites within their respective functions and duties. Article 7 The competent department of cultural relics of the District People's Government shall set up a city site protection institution or equip full-time personnel to be responsible for the daily protection of the city site. Specific responsibilities are:
(a) Participate in the preparation and implementation of various plans related to the protection of urban sites;
(two) to put forward basic opinions on the protection scope of the city site and the construction projects in the construction control zone;
(three) responsible for the daily inspection of the city website and establish relevant logs, improve the record files;
(four) to cooperate with the relevant departments to investigate and deal with illegal acts of destroying urban sites and their protection facilities according to law;
(five) other work related to the protection of urban sites. Article 8 The municipal and district people's governments shall set up special funds for the protection of urban sites.
The District People's Government shall incorporate the funds for the protection of urban sites into the fiscal budget at the corresponding level, and increase with the increase of fiscal revenue.
Special funds for urban sites and protection funds shall be earmarked for special purposes. Article 9 The municipal and district people's governments shall strengthen the construction of talent team for city site protection, and establish and improve the system of talent training, use, evaluation and incentive. Article 10 All units and individuals have the obligation to protect urban sites according to law, and have the right to discourage and report acts of destroying urban sites. Eleventh municipal and district people's governments shall, in accordance with the relevant provisions of the state and the province, commend and reward the units and individuals that have made outstanding contributions to the protection of urban sites. Chapter II Protection Article 12 The objects of protection of urban sites include:
(a) within the scope of protection of the city wall, the ground building remains and the traditional pattern of the ancient city;
(2) Ancient tombs within the scope of city site protection;
(3) Cultural relics unearthed from archaeological excavations within the city site, cultural relics scattered on the surface and cultural relics buried underground;
(four) the historical features and natural environment of the city site. Thirteenth city ruins protection planning protection system. City site protection planning is an important basis for city site protection, management and utilization.
The Department in charge of cultural relics of the Municipal People's Government shall, jointly with the District People's Government and the Department in charge of cultural relics, organize the preparation of a city site protection plan, report it to the Municipal People's Government for approval and promulgation in accordance with relevant regulations, and put it on record according to law.
After the protection plan is approved and promulgated, it shall be strictly implemented and shall not be changed without authorization. If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures. Article 14 No unit or individual may damage or move the signs and descriptions of urban sites, boundary markers and other protection facilities without authorization. Fifteenth in the protection of the ancient city ruins, shall not engage in the following activities:
(1) storing or discharging inflammable, explosive and corrosive articles, which endangers the safety of cultural relics;
(2) Building graves and burning funeral and sacrificial articles;
(three) engaged in soil, sand digging, quarrying, trenching and other activities without authorization;
(four) climbing the wall, driving a vehicle on the wall, and piling up firewood, sundries or garbage on the wall;
(5) Reclamation, large-scale farming, paddy field reclamation, deep ploughing, etc. ;
(6) engaging in excavation or drilling operations such as kiln digging and well drilling without authorization;
(seven) other acts prohibited by laws and regulations.
