To apply for a Japan-Taiwan Pass, you need a mainland resident's pass to and from Taiwan (for mainland entry and exit).

Then take the mainland's documents and apply for an entry permit through a mainland travel agency that is qualified to travel freely. The consulate does not apply for this certificate, and finally it has to go through the immigration office.

The only feasible way is to ask the mainland family to help you with your documents and mail them to you.
