Should Canadian tourists be notarized if they have ICBC translators?
ICBC is the only certified government agency at the provincial level in Canada (BC province), and their translations have legal effect and do not need notarization.
Note: driving in Canada with a domestic driver's license must be an international student (with a study permit) or a tourist (with a tourist visa, the identity written on it must be a tourist). If you are a worker or an immigrant visa, then a foreign driver's license is not allowed. I think you should be fine, just a reminder.
In addition, I remind you that government regulations are not necessarily the same as those of car rental companies. Some car rental companies may impose additional restrictions on foreign tourists' car rental for their own consideration.
