Applicants must meet all the following basic qualifications:

When submitting an application under this plan, the applicant must be between the ages of 18 and 50.

Financial requirements

The applicant must prove that he/she and his/her dependents (if any) can live and reside in Hong Kong alone without relying on public assistance.

Good character

Applicants must have no criminal record or bad entry record, whether in Hong Kong or elsewhere.

Chinese ability

Applicants must have good written and spoken Chinese or English (spoken Chinese refers to Mandarin or Cantonese).

basic education

Applicants must have good academic qualifications, and generally require a university degree issued by an accredited university or higher education institution. Under special circumstances, good technical qualifications, demonstrable professional ability and/or documented experience and achievements may also be considered.

If the applicant fails to provide satisfactory supporting documents to prove that he meets all the above basic qualifications, his application will be rejected immediately and will not be further processed.

Scoring system

Applicants who meet all the conditions of "Basic Qualification" can choose to accept further evaluation by "Comprehensive Scoring System" or "Achievement Scoring System". Each applicant can only submit one application at the same time, and only one scoring system can be selected for evaluation in the same application.

The comprehensive scoring system has a minimum passing score. Interested applicants should evaluate whether their personal qualifications have reached the minimum passing score before submitting their applications. The minimum passing score may change from time to time.
