Article 1 In order to rationally develop, utilize, conserve and protect water resources, prevent and control water disasters, give full play to the comprehensive benefits of water resources, realize the sustainable utilization of water resources, and promote the national economic and social development, these Measures are formulated in accordance with the Water Law of People's Republic of China (PRC) and combined with the actual situation of this Municipality. Article 2 The development, utilization, conservation, protection and management of water resources and the prevention and control of water disasters within the administrative area of this Municipality shall abide by the Water Law of People's Republic of China (PRC) and these Measures. Article 3 The development, utilization, conservation, protection and management of water resources shall adhere to the principles of giving priority to water conservation, spatial balance, systematic management and paying equal attention to both, follow the principles of overall planning, scientific allocation, total control and efficient utilization, implement a rigid constraint system for water resources, and establish and improve mechanisms of government-led, departmental coordination, market regulation and public participation. Article 4 The municipal and district people's governments shall incorporate the development, utilization, conservation and protection of water resources into the national economic and social development plan of their respective administrative areas, take effective measures to rationally utilize water resources, prevent land subsidence and water pollution, and protect the ecological environment. The fifth municipal water administrative department is responsible for the unified management and supervision of the city's water resources.

The district water administrative department shall be responsible for the management and supervision of water resources within its administrative area in accordance with the prescribed authority.

Other relevant departments of the city and district shall be responsible for the development, utilization, conservation and protection of water resources in accordance with the division of responsibilities. Article 6 The municipal and district people's governments shall, according to the local water resources conditions, incorporate desalinated seawater, reclaimed water and rain (flood) water into the allocation of water resources, establish a joint dispatching mechanism for multiple water sources, and make overall use of them.

Encourage units and individuals to invest in the development and utilization of seawater, reclaimed water and rain (flood) water, and protect their legitimate rights and interests according to law. Seventh municipal and district water administrative departments shall, in accordance with the relevant provisions of the state and this Municipality, jointly with relevant departments, formulate a comprehensive plan for water resources in this area, report it to the people's government at the same level for approval, and report it to the water administrative department at the next higher level for the record. Article 8 Professional plans for flood control, moisture prevention, waterlogging control, water supply, irrigation, hydroelectric power generation, soil and water conservation and land subsidence control, professional plans for the development and utilization of seawater, reclaimed water and rainwater (flood), professional plans for the treatment of rivers, reservoirs, lakes and beaches, and river drainage shall be compiled by the municipal and district water administrative departments in conjunction with relevant departments and submitted to the people's government at the same level for approval.

Professional planning for fishery, inland navigation, water tourism, water pollution prevention and control, groundwater investigation and exploration, etc. shall be compiled by the relevant departments of the municipal and district people's governments, and submitted to the people's governments at the same level for approval after soliciting the opinions of the water administrative departments at the same level. Article 9 This Municipality implements the system of controlling the total water consumption and water intensity. The municipal water administrative department shall, according to the total water consumption and water intensity control indicators of this Municipality, and in combination with the actual situation of each district, formulate the total water consumption and water intensity control indicators of each district, and report them to the Municipal People's Government for approval before implementation. Tenth development, utilization and allocation of water resources should follow the following principles:

(a) the combination of promoting benefits and eliminating pests, taking into account the interests between the upstream and downstream, the left and right banks and relevant regions, giving full play to the comprehensive benefits of water resources, and obeying the overall arrangement of flood control and drought relief in the city;

(2) Give priority to meeting the domestic water demand of urban and rural residents, and consider the water demand of industry, agriculture and ecology as a whole;

(three) give priority to the development and utilization of surface water, limit the exploitation of groundwater and prevent land subsidence;

(4) Protecting the ecological environment and preventing water pollution;

(5) Where conditions permit, seawater, reclaimed water and rain (flood) water should be used. Eleventh water project construction, should conform to the comprehensive planning of water resources and professional planning. When building, rebuilding or expanding water projects, the construction unit shall implement the provisions of the state and this Municipality on the management of water conservancy projects. Twelfth urban water conservancy projects need to be resettled, the construction unit shall prepare a resettlement plan, which shall be organized and implemented by the relevant district people's government after being approved according to law. The funds needed for resettlement shall be included in the project construction investment plan. Thirteenth municipal water administrative department shall, jointly with the municipal ecological environment department, formulate the water function zoning of rivers, lakes and reservoirs in this Municipality, and implement it after being approved by the Municipal People's Government. Approved water function zoning shall be announced to the public.

The water administrative department shall, according to the water quality requirements of the water functional area and the natural purification capacity of the water body, verify the pollution carrying capacity of the water body, and put forward opinions to the competent department of ecological environment on limiting the total discharge of pollutants in the water body. The competent department of ecological environment shall, according to the specific circumstances of the jurisdiction of each sewage outlet, verify the pollutant discharge of each sewage outlet and notify the water administrative department. Fourteenth it is forbidden to set up sewage outlets (water outlets) in urban water supply rivers and reservoirs.

In other rivers and reservoirs, where sewage outlets are newly built, rebuilt or expanded, the construction unit shall submit the set-up demonstration report, design documents and construction plans that meet the specifications of water conservancy projects to the water administrative department, which shall review them according to law. Fifteenth ecological environment departments and water administrative departments should strengthen the supervision and inspection of the water quality of sewage outlets. If the pollutant discharge exceeds the control index, the sewage outlet management unit shall be ordered to close the sewage outlet, stop the discharge and notify each other; Major water pollution accidents shall be reported to the people's government immediately.

The management unit of the sewage outlet door shall conduct management according to the approved pollutant discharge control index, and obey the unified dispatch of the water administrative department.
