1. 2. The exit-entry administration of the public security organs of the local people's governments at or above the county level is entrusted by the national exit-entry administration department to accept applications for permanent residence of foreigners.

3. If the procedures and materials for foreigners to apply for permanent residence qualification meet the requirements, the exit-entry administration organ of the public security organ shall accept it and issue an acceptance receipt. If the application materials are incomplete or do not conform to the prescribed form, the exit-entry administration organ of the public security organ shall inform the applicant of all the formalities and supplementary materials that need to be completed on the spot or within five days at one time, and register them.

4. The exit-entry administration of the public security organ shall carefully check the authenticity of the application, as well as the applicant's nationality, credit record, work and life in China, etc. The relevant units and individuals shall provide assistance and cooperation.

5. The longest examination and approval period for foreigners' permanent residence qualification is 120 days, counting from the date of acceptance by the exit-entry administration of the public security organ.

6. For foreigners who meet the requirements, the national exit-entry administration department will approve the permanent residence qualification and issue a permanent residence identity card for foreigners.

7. A foreigner's permanent residence identity card is the identity certificate of a foreigner permanently residing in China. Foreigners with permanent residency can engage in related activities with this certificate, and the relevant units and their staff shall not refuse.

8. The items registered in the permanent residence identity card of foreigners include: name, gender, date of birth, nationality, photo of myself, number of permanent residence identity card, issuing authority, validity period of the certificate, etc.

9. The style of foreigners' permanent residence identity cards shall be stipulated by the state entry-exit administration department.
