Xiliang is Liangzhou District, Wuwei City, Gansu Province. Specifically, the Huangshui River basin in Gansu, Ningxia and Qinghai provinces is located in the west of China, with Lanzhou in the east, Xinjiang in the west, Liangzhou in the whole, Qilian Mountain in the west, Tengger and Badain Jaran Desert in the east and Hexi Corridor in the middle. Historically, in 400 AD, Li Gui, a descendant of Li Guang, established the Xiliang Dynasty, which was called "Lianggong" in Dunhuang. In 405, he moved the capital to Jiuquan and approached Beiliang. The region is located in western Gansu, China, southwestern Inner Mongolia and Xinjiang. In 420, Li Xin was killed in a battle with Beiliang, and his brother Li Xun, the governor of Dunhuang, succeeded to the throne in Dunhuang. The following year, the Northern Liang Army continued to besiege Dunhuang, and Li Xun committed suicide after the defeat. In this way, Xiliang was extinguished by Beiliang. Li Jue, the ancestor of Xiliang, was honored as the ancestor by the royal family in the Tang Dynasty. Li Longji was honored as "Sheng Xing". Because its ruling area is Liangzhou, the country name is "Liang" and it is located in the west, so it is named "Xiliang".

Before the Northern and Southern Dynasties, "Liangzhou" was not only Liangzhou District in Wuwei City, Gansu Province today. Before Cao Wei, Liangzhou was probably the whole of Gansu today. From Cao Wei to the Southern and Northern Dynasties, it generally refers to Hexi area in Gansu, and after the Southern and Northern Dynasties, it only refers to Wuwei in Gansu. Since the county was founded in Han Dynasty, the name of Liangzhou has been changed many times, from Wuwei County to Guzang, then to Xiliang, and then to Liang Qian. Its territory is also large and small. At its peak, it occupied more than half of Gansu and extended to several surrounding provinces, known as "Liangzhou Malaysia, running all over the world".
