The Beijing Summit of the Forum on China-Africa Cooperation adopted the Forum on China-Africa Cooperation-Beijing Action Plan (2007-2009) on the 5th, and China and Africa agreed to strengthen cooperation in the political field. The two sides agreed to establish a regular political dialogue mechanism between China and Africa at the foreign minister level under the framework of the China-Africa Cooperation Forum. In the following year of ministerial meetings of the Forum, the foreign ministers of China and Africa took the opportunity of attending the UN General Assembly to hold political consultations in new york and exchange views on major issues of common concern.

In terms of exchanges between the legislature and local governments, the two sides agreed to strengthen various forms of friendly exchanges between the National People's Congress of China, the African Parliament and the Pan-African Parliament in the spirit of mutual respect, mutual understanding and cooperation. Support the two sides to establish sister provinces or cities, and promote local development and management exchanges and cooperation.

In terms of consular and judicial cooperation, the two sides agreed to conform to the new situation of increasingly close economic and trade relations and personnel exchanges between China and Africa, strengthen consular cooperation, take effective measures to facilitate personnel exchanges between the two sides, and protect the personal and property safety and legitimate rights and interests of citizens of both sides.

The two sides will promote exchanges and consultations between law enforcement departments such as the judiciary and the police, improve their ability to prevent, investigate and crack down on crimes, strengthen cooperation in judicial assistance, extradition and repatriation of criminal suspects, and immigration management, and solve the problem of illegal immigrants through consultation.

Regarding China's cooperation with the African Union and African subregional organizations, the two sides spoke highly of the positive role and achievements played by the African Union and African subregional organizations and financial institutions in promoting Africa's self-strengthening, maintaining regional peace, promoting regional cooperation and developing the economy.

The Government of China will continue to strengthen cooperation with the AU and African sub-regional organizations and institutions, support the AU to play a leading role in solving African problems, and actively participate in United Nations peacekeeping operations in Africa.

In order to support African countries to strengthen themselves through unity and accelerate the process of integration, China will help the AU to build a conference center in Addis Ababa. The two sides positively evaluated the cooperation between the Forum on China-Africa Cooperation and the New Partnership for Africa's Development, and were determined to strengthen this cooperation and further explore the specific ways and areas of cooperation between the two sides.
