The purpose of foreign affairs office certification is to prove that the seal on the notarial certificate and the signature of the notary are true.

Finally, go to the consulate for certification, and take your two notarial certificates (one of which was visible to you at that time and the other was certified by the Foreign Affairs Office) to the consulate for certification.
