If the 22-year-old child is the man's biological child, there are two situations.

2) If the father is not a permanent resident when the child is born, then he is not eligible to apply.

Unless his Hong Kong father and mainland mother are both 65 years old and have no children in Hong Kong, he can apply for a mainland child to settle in Hong Kong and take care of him.
