Fulin met the Catholic Jesuit Tang Ruowang in the early days of his administration. After Fulin took office, Tang Ruowang's status rapidly improved, and he was named "Tongxuan Teacher" in March of the 10th year of Shunzhi (1653).
In the twelfth year of Shunzhi (1655), he was awarded the title of general political envoy. In the fifteenth year of Shunzhi (1658), he was granted the title of Guanglu doctor, with a rank of Zhengyipin.
