Tongluoba Reservoir is a medium-sized reservoir with a total storage capacity of 1 1.88 million cubic meters. The reservoir hub project is mainly composed of three buildings: dam, spillway and water conveyance tunnel. The dam is a weathered material dam with clay core wall, with the maximum dam height of 35.3m and the crest elevation of 1476.3m; the spillway is arranged at the natural pass on the left bank ridge, with the total length of 128 m; The axis of the water conveyance tunnel is arranged on the ridge on the left bank, which is 8 meters away from the left abutment/kloc-0, with a total length of 247.39m m. The main building of the water intake hub of the main canal is an 8.8-meter-high masonry overflow dam. The main function of this reservoir is irrigation. The irrigation area of the irrigation area is 45,900 mu, including 9,000 mu in Suijiang County. This is a project that benefits the people. Shuifu County started the reservoir construction planning on 1997, and entered the survey and design in 2006. In 2008, the provincial development and reform commission approved the project and listed it as the "Power Run Project" for the western development. Shuifu has been fighting for this project for about 10 years, but it has not been approved before. The main reason is the problem of funds. There are too few subsidies for the construction of national water conservancy projects and too many people. All the projects that need support are competing for it, and they can only be solved step by step according to their priorities.

After Xiangjiaba Hydropower Station started construction, Tongluoba Reservoir and Xiangjiaba Hydropower Station formed an indissoluble bond, which is of course the result of supporting Xiangjiaba Hydropower Station construction. The construction of Xiangjiaba Hydropower Station involves the resettlement of more than 66,700 people in Shuifu County and Suijiang County. These immigrants are basically placed in the back and moved to the mountains. Suijiang will relocate more than 60,000 people and Shuifu will relocate more than 6,700 people. These immigrants moved to mountainous areas, drinking water is a problem, and land development and consolidation are also facing water shortage. In order to solve the water source problem, the construction of Luohanping Reservoir in Suijiang has become very urgent, and the construction of Tongluoba Reservoir with rich water has also become very urgent. After communication and coordination between the provincial, city and county party committees and governments, the Three Gorges Company attached great importance to this and decided to subsidize the construction funds of two reservoirs by 200 million yuan (including 65.438+0.3 billion yuan for Luohanping Reservoir and 70 million yuan for Tongluoba Reservoir). This fund objectively promoted the construction of the two reservoirs. Of course, this fund alone is far from enough. The construction investment of Tongluoba Reservoir is estimated to be 654.38+560 million yuan. In addition to the Three Gorges Company's subsidy of 70 million yuan, the provincial finance has agreed to subsidize 60.03 million yuan, and cities and counties need to raise 25.7223 million yuan by themselves.

Tongluoba Reservoir was built by Zhaotong Yulong Mechanization Co., Ltd. and Yunnan Construction Engineering Group Water Conservancy and Hydropower Co., Ltd. (Zhaotong Yulong Mechanization Co., Ltd. mainly undertakes the dam hub project). Since the reservoir construction was officially started, the project construction has progressed smoothly. By the beginning of May this year, the investment has reached 70.23 million yuan, the dam has been filled to17m, accounting for 48. 16% of the total dam height, and the weathered material of concrete impervious core wall has been filled to 80,000 cubic meters, accounting for 40% of the total filling volume of 200,000 cubic meters, which is expected to be capped by the end of 2008. Concrete pouring of water conveyance tunnel and diversion tunnel is completed; The shaft and spillway are under construction and are scheduled to be completed by the end of the year; The channel is building a new section of 6 km long main canal, and the channel platform has been excavated; The 2.3-kilometer tunnel has been excavated for 900 meters and is scheduled to be completed by the end of 2009. The whole project is expected to be fully completed and put into use in 20 1 1 year. Tongluoba Reservoir not only has the functions of irrigation and drinking water, but also has the functions of regulating climate, forest fire prevention and increasing tourist attractions.
