Can imported cosmetics be sold in physical stores and outlets without Chinese labels?

I like to buy the same brand from abroad. If it comes through formal channels, the price is not a little higher but much higher! Like what the American people can use, can't you use it? Generally, I have used domestic products first and know how to use them. Before buying the same model from abroad, I was used to and understood them. What does it matter if I don't know Chinese? For example, if you immigrate to the United States, do you still want to buy skin care products with Chinese instructions? It is really IQ. People in Hong Kong and Taiwan also use it, so they don't need any Chinese.
