There is no problem if the hukou and passport are still in the same province. If your registered permanent residence is moved to another province, you need to apply for a passport at the new registered permanent residence. Developed countries have relatively complete requirements for applicants' audit materials. Usually, you need to submit your ID card, passport and household registration book/residence permit at the same time for verification. If the issuing provinces of passports and household registration books are inconsistent, embassies and consulates in some countries will ask them to go back and agree before submitting materials (presumably to prevent fraudulent use). Passport+visa or green card can allow you to enter the United States legally. You can understand that at the entry stage, the passport is an identity document and the green card is an entry permit. I don't need a visa because I have a green card.

Secondly, to apply for a green card, you must have a foreign passport in most cases. You can look at the green card application form. Think about it. If you can't provide reasonable documents to the US Immigration Service to prove your identity, why can the United States give you permanent residency?

Please make clear the difference between a green card and an American passport. An American passport proves that you are an American citizen, and a green card proves that you are a foreigner who can stay permanently. Having a green card doesn't mean you are an American, but you are still a foreigner through and through.
