Fujian Shangbaishi Water Control Project is located in Shangbaishi Town, Fu 'an City, on the main stream of the East Stream of Saijiang River, involving Fu 'an City, Zherong County, Fujian Province and Taishun County, Zhejiang Province. The task of engineering construction is flood control and power generation. After the project is completed, it will undertake the task of improving the flood control standard of Fuan City.
