Article 1 In order to meet the needs of Suzhou's economic and social development, these Measures are formulated in accordance with the spirit of the relevant documents of the state and the provincial government and combined with the actual situation.

Anyone who has a legally fixed residence, a stable occupation or a basic source of livelihood in this Municipality and requests to move his/her account from other places to the urban area of this Municipality and county-level cities, or from the county-level cities of this Municipality to the urban area, shall be accepted by the relevant departments and moved in accordance with these measures. People under the age of 18 are not allowed to move if they have no immediate family members in the immigration area. Immigrants must comply with the national family planning policy, and those who violate the regulations must be approved by the municipal population and family planning department.

In the city or county-level cities to apply for relocation, the implementation of legal fixed residence as the basic condition of the access registration system.

Article 4 The term "legally fixed residence" as mentioned in these Measures means that the house where the applicant lives in this city belongs to its own property right or rents a house with public property right and obtains the right to use it.

The term "stable occupation or source of livelihood" as mentioned in these Measures refers to all kinds of jobs that the applicant has obtained through legal procedures in this city, and has signed labor contracts and participated in social endowment insurance. He has a certain source of income, including retirement wages of retirees and other legal social security, and his per capita income is not lower than the minimum living security line in Suzhou.

Article 5 The account access of the following persons shall be accepted by the municipal or county-level personnel bureau:

(a) personnel with senior professional and technical post qualifications or master's degree or above;

(2) overseas students who have obtained degrees abroad;

(3) Professional, technical and managerial personnel with intermediate titles or bachelor degree, male under 40 years old and female under 35 years old;

(4) Persons who are legally employed in this unit (registered by the labor and social security department and holding a special operation license), have worked continuously for more than 2 years, and have paid social security, medical insurance and provident fund at the same time, and have a junior college or technical secondary school education and are under 30 years old and have a legal fixed residence;

(five) in line with the graduate employment policy, accept the placement of Suzhou graduate students, undergraduates, junior college students and college graduates;

(6) On-the-job cadres who need to take care of their parents and spouses due to practical family difficulties, spouses who meet the conditions of moving with them, underage or unemployed unmarried children;

(seven) other personnel who need the approval of the personnel bureau;

The above-mentioned personnel in items (1) to (3) are allowed to move with their spouses and underage or unemployed unmarried children, except for their own accounts.

Article 6 The household registration access of the following persons shall be accepted by the municipal or county-level municipal labor and social security bureau:

(1) On-the-job employees who need to take care of their parents and spouses due to practical family difficulties, spouses who meet the conditions of moving with them, underage or unemployed unmarried children;

(two) technical and management personnel who are in urgent need of production and meet the requirements after examination;

(3) Accepting graduates from Suzhou Sheng Yuan Technical (Vocational) School in line with the graduate employment policy;

(4) Graduates from previous technical (vocational) schools are legally employed by the unit to participate in social security, medical insurance and provident fund, and they are under 30 years of age, have worked for 2 years, and have a legally fixed residence;

(five) other personnel who need the approval of the Labor and Social Security Bureau.

Article 7 The public security organs shall accept the account access of the following persons:

(1) Individuals who have invested in cities and towns with a paid-in capital of more than 6,543,800 yuan, have been legally employed for more than 3 years, or have paid taxes of more than 200,000 yuan in recent 3 years, have participated in social security for more than 3 years according to regulations, and have a legal fixed residence are allowed to move in as a whole;

(2) Those who have purchased complete sets of commercial housing of more than 75 square meters in urban areas, obtained the ownership certificate of housing for more than 3 years, have been legally employed in the unit for more than 3 years, and have participated in social security for more than 3 years according to regulations, and have legal and stable economic income are allowed to move in with their spouses and minor children as a whole;

(3) buying a complete set of commercial housing with an area of 75 square meters or more in the urban area, having obtained the real estate license for more than 3 years, having been engaged in business and setting up enterprises in the urban area for more than 3 years, having paid taxes of more than 50,000 yuan in recent 3 years, and having participated in social security for more than 3 years according to regulations, allowing me, my spouse and minor children to move in as a whole;

(4) minor children who take refuge in their father or mother;

(5) Unemployed spouses in towns or rural areas who need refuge after marriage;

(six) parents who need to rely on their children for retirement (unemployment) in cities and towns or parents who are over 60 years old and over 50 years old in rural areas;

(7) Those who meet the requirements for parents to apply for admission and migration must apply for migration for five years with their children after moving in, and the per capita housing area and living security level after moving in are not lower than the minimum standard in Suzhou;

(eight) other personnel who need the approval of the public security organs.

Eighth local students who are admitted to various colleges and universities in this city will not move their accounts when they enter the school. Those who are admitted to foreign universities are allowed to move their accounts, and after graduation, they will directly move their accounts into their work or actual residence according to the distribution. Foreign students who have been admitted to various colleges and universities in this city are still handled in accordance with relevant state regulations.

Article 9 The age, working years, investment tax or purchase area involved in Articles 5 to 7 of these Measures may be determined by county-level cities according to local conditions.

Tenth personnel involved in the mandatory national resettlement plan shall be handled by the relevant departments in accordance with the relevant policies of the state.

Article 12 Where an application is requested, relevant certification materials shall be provided according to the reasons for the application. The requirements for providing certification materials shall be publicized by the relevant acceptance department. Those who cheat their accounts with false certification materials shall cancel the accounts they have moved into, return to their places of origin and deal with them in accordance with relevant national laws and regulations.
