Longyang District of Baoshan is a county-level administrative region under the jurisdiction of Yunnan Province. Myanmar entry and exit passes need to be handled by the Exit and Entry Administration of the Public Security Bureau, which is in Baoshan City, not Longyang District.

Myanmar Entry-Exit Pass, also known as Myanmar Union Temporary Border Pass, is an entry-exit document issued by the Myanmar government to Myanmar border residents. Myanmar border residents with Red Book Pass can travel to China border areas, including Yunnan, Tibet and Guangxi, without passports. This pass is valid for one year, but each stay in China shall not exceed 10 days.
