As far as our country is concerned. Who can be called "living abroad"

Living abroad is not a standard legal term, which is officially called "overseas Chinese who have settled overseas", that is, overseas nationals.

According to the Regulations on Defining the Identity of Overseas Chinese, Overseas Chinese and Returned Overseas Chinese Family Members formulated by the Overseas Chinese Affairs Office in 2009:

(1) "Settlement" means that China citizens have obtained permanent or permanent residency in their country of residence, and have lived in their country of residence for two consecutive years, with a cumulative residence of not less than 18 months in two years.

(2) China citizens are regarded as overseas Chinese. Although they have not obtained the long-term or permanent right of abode in their country of residence, they have obtained the legal right of abode in their country for more than five consecutive years (including five years) and have lived in that country for not less than 30 months within five years.

China citizens are not regarded as overseas Chinese during their study abroad (including public schools and at their own expense). Going abroad on business (including expatriate laborers) is not regarded as an overseas Chinese.
