I. Guiding ideology

We will fully implement the Compulsory Education Law of People's Republic of China (PRC) and the Regulations of Zhejiang Province on Compulsory Education, with the goal of promoting the balanced development of compulsory education and running every school well, with the focus on improving the quality of education and promoting educational equity, and implement school enrollment in the compulsory education stage according to law. Adhere to the mass line, allocate educational resources in a balanced way, strive to provide high-quality and fair educational opportunities and conditions for every school-age child, strengthen management, standardize operation, promote the reform of enrollment system, and ensure the smooth and orderly enrollment work.

Second, the principle of enrollment

(a) sunshine enrollment, openness and fairness: the full implementation of "sunshine enrollment" in the compulsory education stage of primary and secondary schools, strengthen the organization and leadership of enrollment work, strengthen the disclosure of enrollment information, and consciously accept social supervision.

(2) Admission to the nearest school and overall management: adhere to the exemption of school-age children and adolescents with household registration, and ensure that every school-age child and adolescent in the jurisdiction can receive good compulsory education. Public primary and secondary schools continue to implement the "zero choice of schools" policy in the compulsory education stage.

(3) Arranging in batches, adapting to local conditions: unified registration, batch admission, giving priority to ensuring the enrollment of students in qualified school districts, and meeting the enrollment needs of school-age children and adolescents according to local conditions.

Third, the job requirements

(a) the school should proceed from the height of promoting the high-quality and balanced development of education in our county, realizing the modernization of education, ensuring the fairness of education, and maintaining social harmony and stability, carefully formulate specific implementation rules, standardize and orderly implement the enrollment work, and ensure that all eligible school-age children and adolescents (including "three disabled" children and adolescents) in the school district are enrolled according to law.

(2) Enrollment target: Primary school freshmen are children over 6 years old (born between September 1 day, 2008 and August 3 1 day, 2009), and junior high school students are primary school graduates of 20 15 years.

Requiring school-age children and adolescents to delay entering school for objective reasons. Parents need to apply to the school district and provide relevant supporting materials. After verifying the signing opinions, the school district shall report to the county education bureau for approval and filing.

(3) School district: the school district of junior high schools and primary schools in the county remains unchanged at 20 15. According to the actual situation of registration in each school district, the county education bureau can make overall adjustments to the students in each school district. The school district arrangement of newly opened buildings shall be implemented according to the relevant policies of the county government.

(IV) Admission method: The admission of Pujiang students adheres to the principle of "admission to the nearest school" and "consistency between households" in the place where they are registered, and they will make overall arrangements until the places are full (after the reform of the household registration system, they will tend to be admitted according to the principle of "consistency between households").

Public schools are admitted in the following order until they are full:

1. "All households": the household registration of school-age children and adolescents, their parents' household registration and their parents' real estate are the same, all in the school district. If the number of people who can be admitted is less than the number of applicants, they will be admitted in the chronological order of obtaining the real estate license;

2. "There are households without houses": school-age children and adolescents are registered in the school district, and the guardian school district has no real estate. If the number of people who can be admitted is less than the number of applicants, they will be admitted in the order of household registration;

3. "Houseless households": if the household registration is not in the school district, but the household registration location has no guardianship conditions, the following conditions must be met at the same time:

(1) Due to family relocation, parents' work, etc. , the household registration has not moved into the school district, and the original household registration has no guardianship conditions;

(2) Parents (guardians) have held the school district housing real estate license for more than one year (obtained on or before July 2, 20 14);

(4) Parents (guardians) have no violation of family planning;

The school will enroll students in the order of obtaining the real estate license according to whether there are places or not, until the places are full.

If the number of places is not accepted, the urban schools will be arranged by the county education bureau or returned to the original school district, and other township and rural schools will be arranged by the township central school according to the principle of relative proximity.
