1, reading a language is better in other provinces. China has few people and few recreational activities, so you can concentrate on learning languages.

The cost is naturally cheaper in other provinces than in Paris, especially in accommodation. If you eat, Paris can eat more things from China.

Paris: Stay 500-700 euros/month, eat 400-600 euros/month, say 2500-3500 euros/year (poor school 1000 euros).

Other provinces: live 250-400 Euros/month, eat 300-500 Euros/month and speak 1500-2500 Euros/year.

The housing subsidy given by the state is not deducted from the living expenses.

Language is important, and so is your motivation. More importantly, the professional courses you apply for should be connected and close to the courses you have obtained before. This requires you to translate your graduation grades well when you do it in China. Or it would be better to find a local translator to translate for you after you arrive in France. In every city's immigration office, you can find a list of translators who can translate all languages in different countries.

If you want to study hard, leave some flowers. It's best to find a job every summer vacation, about 3 months, and you should earn 4000 euros. If you are in Paris, you can also do part-time jobs on weekends, so you can be self-sufficient.
