Preferential policies are aimed at promoting the development of ethnic areas.

China is a unified multi-ethnic country. After the founding of New China, in order to guarantee citizens' right to correctly express ethnic elements, the state identified 56 ethnic groups through ethnic identification. Ethnic composition has become one of the important contents of China citizenship, and the state has a series of clear regulations on the determination and change of ethnic composition of citizens.

As early as 1990, the State Ethnic Affairs Commission, the Ministry of Public Security and the leading group of the fourth census in the State Council issued the Provisions on Determining the Ethnic Composition of China Citizens. The determination and registration management of citizens' ethnic composition is an important basic work in ethnic work.

In order to promote the development of ethnic minorities and ethnic areas and safeguard the legitimate rights and interests of ethnic minorities, the state has formulated many preferential policies, including politics, economy, culture and education. For example, most ethnic areas in China are remote, with relatively weak educational infrastructure and teachers, and the average educational level of ethnic minorities is lower than the national average. In order to gradually change this situation, the state has adopted some special policies and measures, one of which is to stipulate that when colleges and secondary specialized schools recruit new students, the admission standards and conditions for minority candidates should be appropriately relaxed.

Strictly examine the ethnic composition of candidates.

Violators will be disqualified.

For a period of time, in some places, in order to enjoy preferential policies such as adding points to the college entrance examination and senior high school entrance examination for ethnic minorities, there has been a phenomenon of changing ethnic composition in violation of relevant regulations. This violates the national policy of the party and the state and infringes on the legitimate rights and interests of ethnic minorities. In order to stop this phenomenon, the circular issued by the General Office of the State Ethnic Affairs Commission and other three departments reiterated the consistent principle of determining the ethnic composition of citizens in China, and made provisions to stop illegal changes in the ethnic composition and strictly examine the ethnic composition of candidates.

Principle of examination and approval according to law. The ethnic composition of an individual citizen can only be determined by the ethnic composition of his father or mother. If both parents are not ethnic minorities, I won't change them into ethnic minorities. The application for changing the ethnic composition should be handled in strict accordance with the provisions of China citizens to determine the ethnic composition.

Principles of standardizing examination and approval procedures. The examination and approval authority for changing ethnic composition is determined as the competent department of ethnic affairs and the public security department at or above the prefecture level, and the examination and approval procedures are further clarified. That is, to apply for changing the ethnic composition, an application should be submitted to the ethnic affairs department at the county level and the corresponding supporting documents should be submitted. The competent department of ethnic affairs at the county level shall, after strictly examining the authenticity of relevant materials, put forward preliminary opinions. After the approval of the preliminary examination, it shall be reported to the competent department of ethnic affairs at the prefecture level for verification and signing the audit opinion. Those who meet the conditions for change shall be accepted by the local police station and go through the formalities for change after being approved by the household administration department of the municipal public security organ.

Strengthen the principle of reviewing the ethnic composition of candidates. When enrolling students, it is necessary to confirm the minority composition of candidates. The notice requires that local education administrative departments should assign more than two people to take the test at the designated candidates' registration points. If it is found that the ethnic composition reported by the candidates is inconsistent with the contents of their household registration books and identity cards, they can be transferred to the relevant ethnic affairs departments and the household registration departments of public security organs for confirmation.

Principles of investigating and dealing with violators. Candidates who change their ethnic composition in violation of regulations will be dealt with seriously once they are verified. Including the cancellation of their examination qualifications or admission qualifications, and recorded in the electronic files of candidates. Those who have already entered the school should cancel their school status. The relevant staff members who practise fraud, abuse power for personal gain, neglect their duties and change the Han ethnic composition of candidates into ethnic minority composition in violation of regulations should be seriously investigated for responsibility.
