Fuxin has five districts and two counties, namely Haizhou District, Xihe District, Taiping District, Xinqiu District, Qinghemen District, Fuxin Mongolian Autonomous County and Zhangwu County. Fuxin city is located in the northwest of Liaoning province, with a linear distance of 147.5km from Shenyang, the provincial capital. South via Jinzhou can go directly to Beijing and Tianjin; North through Tongliao to Huolinhe mining area; East to Shenyang and Liaodong coastal cities; West to Chaoyang and Chifeng in Inner Mongolia, it is the traffic artery of western Liaoning.

Topography: Fuxin is adjacent to Horqin Sandy Land in the north, Liaohe Plain in the east and Nuerhu Mountain in the west, which belongs to the transitional zone between Inner Mongolia grassland and rocky mountain in North China. The terrain is high in the northwest and low in the southeast, with Xihe Basin and Liuhe Plain in the middle. The main rivers in the territory are Raoyang River, Liuhe River, Yangximu River, Xihe River and Mangniu River, with a drainage area of 10362 square kilometers. The hills and mountains in Fuxin area are widely distributed, accounting for 58% of the total area, of which sandy land accounts for 19% and plain accounts for 23%. The main mountains in the territory are Wulanmutu Mountain, Camel Mountain, Daqing Mountain, Qinglong Mountain, Haitang Mountain and Yimatu Mountain.
