Resettlement of Wanjiazhai Water Control Project

The construction of large-scale water conservancy projects involves many environmental factors and social problems, such as the surrounding environment and the relocation of immigrants in the construction area, and needs the support of the local government. During the construction of Wanjiazhai project, the main leaders of the Central Committee and the Ministry of Water Resources, Shanxi Province and Inner Mongolia Autonomous Region visited the site for more than ten times to inspect and guide the work, and the leading group of the project construction held several meetings to study and solve major problems such as the system, investment, immigration and environment of the project construction. Wanjiazhai Project is located on the boundary river between Shanxi Province and Inner Mongolia Autonomous Region, and 95% of the resettlement work is concentrated in Inner Mongolia Autonomous Region. As of 1997, the resettlement work in Shanxi has been completed, and the work in Inner Mongolia has only been completed by 20%. In order to speed up the process of resettlement, the company signed the Special Relocation Agreement for Resettlement with Inner Mongolia at the beginning of 1998, which further clarified the relationship and responsibility between the owner and the local government responsible for resettlement. With the joint efforts of both sides, in a short period of nine months, all 3,620 people below the 980m submerged line in the reservoir area were relocated and all the storage trays were cleared. In September, 1998 passed the acceptance organized by the Ministry of Water Resources and the governments of Shanxi Province and Inner Mongolia Autonomous Region, which created favorable conditions for the water storage of the hub. In the immigration work, the owner unit has a land acquisition immigration office; The Immigration Bureau of the Yellow River Conservancy Commission of the Ministry of Water Resources set up the Immigration Supervision Office of Wanjiazhai Water Control Project; Tianjin Water Conservancy and Hydropower Survey and Design Institute of Ministry of Water Resources is the planning and design unit of Wanjiazhai Water Control Project. The government of Inner Mongolia Autonomous Region, which participated in land acquisition and demolition, set up a leading group for land acquisition and demolition of Wanjiazhai Water Conservancy Project, and established a key project support office in Pianguan County, Shanxi Province. The Yellow River Wanjiazhai Water Control Project Co., Ltd. signed a contract with the provincial (autonomous region) immigration agencies and supervision units, and the government departments at all levels in the Inner Mongolia reservoir area signed letters of responsibility. Take the way of county-level leaders and working group cadres to ensure that the responsibility lies with people. An incentive mechanism has also been implemented in the resettlement project. These provide practical and reliable organizational guarantee, technical guarantee, quality guarantee and financial guarantee for immigration work.
