Article 1 In order to protect, develop and rationally utilize wild plant resources, protect biodiversity, maintain ecological balance and prevent land desertification, these Regulations are formulated in accordance with the Regulations on the Protection of Wild Plants in People's Republic of China (PRC) and relevant laws and regulations, and in light of the actual situation of the autonomous region. Article 2 The protection, utilization, cultivation and scientific research of wild plants within the administrative area of the autonomous region must abide by these regulations. Article 3 Wild plants protected by these Regulations refer to precious plants, windbreak and sand-fixing plants, endangered and rare plants and their skins, roots, stems, flowers, fruits and their derivatives with important economic, scientific research and cultural values.

The protection of other wild plants shall be handled in accordance with the provisions of the Forest Law and the Grassland Law. Fourth, adhere to the principle of paying equal attention to protection and restoration, and actively develop and rationally utilize wild plant resources. Fifth forestry administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of the protection of wild plants within their respective administrative areas. Construction administrative departments shall, in accordance with their duties, coordinate in the protection of wild plants in urban gardens and scenic spots. The environmental protection department is responsible for the coordination and supervision of the environmental protection of wild plants. Other relevant departments shall be responsible for the protection of wild plants in accordance with the division of responsibilities. Article 6 The people's governments at or above the county level shall strengthen their leadership over the protection of wild plants, carry out publicity and education on the protection of wild plants, and include the funds for the protection of wild plants in the fiscal budget at the corresponding level.

Encourage and support institutions of higher learning and scientific research institutions to carry out research on introduction, domestication, cultivation, development and utilization of wild plants according to law. Seventh people's governments at or above the county level shall support and guide the artificial cultivation and planting base construction of wild plants, and support qualified units and individuals to cultivate and plant precious and rare wild plants. Article 8 The people's governments at or above the county level shall organize the administrative departments of forestry and animal husbandry (hereinafter referred to as the administrative departments of wild plants) to investigate the species, quantity, growth and distribution of wild plant resources every five years, and establish resource files. Article 9 The administrative department of wild plants in the autonomous region shall, according to the investigation results of wild plant resources, prepare a plan for the protection and development of wild plant resources in the autonomous region and report it to the people's government of the autonomous region for approval and implementation; State, city (prefecture), county (city) wild plant administrative departments shall, according to the autonomous region of wild plant resources protection and development planning, combined with local wild plant resources, the preparation of the administrative region of wild plant resources protection and development planning, submitted to the people's government at the same level for approval before implementation. Article 10 The administrative department of wild plants in the autonomous region shall establish and improve the monitoring system of wild plants, monitor wild plant resources, grasp the dynamic changes of wild plant resources, and take corresponding measures to strengthen the protection and management of wild plants. Eleventh construction projects have adverse effects on the growth environment of key protected wild plants in the country and the autonomous region, and must be evaluated in the environmental impact report submitted by the construction unit; The environmental protection department shall solicit the opinions of the administrative department of wild plants when examining and approving the environmental impact report.

Construction projects pose a threat to the growth environment of key protected wild plants in the country and the autonomous region, and the administrative departments of wild plants and relevant units shall take rescue measures, establish breeding bases, germplasm resources banks or take ex-situ protection measures when necessary. The administrative department of wild plants in the autonomous region shall determine the annual collection limit of wild plants in the autonomous region and announce it to the public. Fourteenth in the natural distribution areas of key protected wild plant species and rare and endangered wild plant species in the state and autonomous regions, nature reserves shall be established in accordance with the provisions of relevant laws and regulations; In other areas, according to the actual situation, the state and autonomous regions can establish key protected wild plants protection points or set up protection signs. Fifteenth national key protected wild plants protection, management and utilization, in accordance with the "Regulations on the protection of wild plants in People's Republic of China (PRC)".

The key protected wild plants in the autonomous region are divided into first-class protected wild plants and second-class protected wild plants. The list of key protected wild plants in the autonomous region shall be formulated and adjusted by the administrative department of wild plants in the autonomous region in conjunction with the relevant departments of environmental protection and construction, and submitted to the people's government of the autonomous region for approval and promulgation, and reported to the State Council for the record.
