Main responsibilities of Taishan Water Affairs Bureau

First, the implementation of national, provincial and Jiangmen city's guidelines, policies and laws and regulations on water administration, combined with the actual situation of our city, study and draft local regulations and related policies on water administration and organize their implementation.

Two, co-ordinate the city's water construction and management, organize the preparation of the city's long-term water development plan and annual plan and organize their implementation, and organize the demonstration of the city's overall national economic planning, urban planning and major construction projects in the water work.

Three, responsible for the unified management of the city's water resources (including atmospheric water, surface water and groundwater). Formulate long-term water supply and demand plans, water distribution and dispatching plans, and supervise their implementation; Organize water source monitoring, water environment investigation and evaluation, and issue the city's water resources bulletin; Centralized management of planned water use and water conservation; Organize the implementation of water permit, paid use system of water resources, water resources demonstration and flood control demonstration system, and guide the water conservancy industry and township water supply work; Check the water pollution capacity, and put forward suggestions on the division of water functional areas and the limitation of total discharge; Supervise and manage the protection of water resources.

Fourth, organize, implement and guide water administrative supervision and law enforcement, investigate and deal with illegal acts according to law, coordinate water disputes between arbitration departments and towns (streets, fields), be responsible for organizing and coordinating emergency handling of water-related emergencies, and undertake relevant administrative reconsideration and administrative litigation.

5. Organize, implement and guide the management and protection of water facilities, river waters and their coastlines, be responsible for the comprehensive management, development and utilization of river estuaries and beaches, manage, guide and supervise the sand mining in the whole city (except Jiangmen City), and implement the river occupation permit system.

Six, responsible for the formulation of soil and water conservation measures, organization and guidance of soil erosion monitoring and comprehensive prevention and control, organization and implementation of soil and water conservation project approval system.

Seven, responsible for the safety supervision of reservoirs and hydropower dams, organize the implementation of reservoir safety dispatching and reservoir control plan approval system.

Eight, responsible for the supervision and management of the city's water and wading engineering construction, responsible for the quality management and safety supervision of the city's water engineering construction, and responsible for the implementation of the construction and operation management of important water conservancy projects with control or cross-region.

Nine, guide the town (street, field) water conservancy work, organize and coordinate the basic construction of farmland water conservancy, carry out water resources development survey and guide rural water resources development in accordance with regulations, conduct industry management of water conservancy and small hydropower projects, organize the construction and management of large and medium-sized water conservancy projects, organize and coordinate electromechanical irrigation and drainage projects and rural small hydropower, electrification construction and small hydropower to replace fuel, and guide the construction and management of water conservancy teams directly under the unit.

Ten, undertake water conservancy system science and technology, education and technical cooperation and exchange work, organize the implementation of relevant national technical quality standards and regulations, norms, responsible for the city's water conservancy and hydropower project resettlement management.

Eleven, in charge of the city's flood control, drought, wind and frost prevention work, to undertake the daily work of the city's flood control, drought and wind headquarters office.

Twelve, to undertake other tasks assigned by the Municipal People's government and the superior water administrative department.
