Legal analysis: According to the law, candidates who take the college entrance examination must have a Tibetan household registration of 1 year or above, a Tibetan high school student status of 1 year or above, have actually attended a high school in Tibet for 1 year or above, and register for the examination at the place where they are registered. Legal basis: Article 3 of the Provisions on the Admission Conditions of Ordinary Colleges and Universities in Xizang Autonomous Region, those who register for the entrance examination of ordinary colleges and universities in our region shall abide by the Constitution and laws of People's Republic of China (PRC), have graduated from a senior secondary school or equivalent, and are in good health. At the same time, the following conditions must be met:

(3) According to the notice of the General Office of the People's Government of Tibet Autonomous Region transmitting the provisions of the Public Security Department of Tibet Autonomous Region on reforming the household registration management system and relaxing the household registration conditions in our region, the children of professional and technical personnel or managers with intermediate or above titles hired by organs and institutions in our region have moved to Tibet (No.82 [200 1]) (hereinafter referred to as Document No.82), and their household registration in Tibet is full/kloc-0.

(4) Operators who are registered in our region and have been operating for more than three years (including three years) according to the investment policy of the people's government of the autonomous region and the relevant provisions of Document No.82, whose children have moved into Tibet for more than three years (including three years) according to the relevant provisions, and have a high school student status in Tibet for more than one year (including one year), may apply for higher education in and outside the region.

(5) Children of official cadres and employees of mainland offices and units approved by the people's government of the autonomous region and relevant functional departments of the government, whose household registration is in Tibet, may apply for colleges and universities inside and outside the region, and their non-immediate relatives shall be handled in accordance with the provisions of Item (6) of this article.

Children of official cadres and workers of Golmud Office of the People's Government of the Autonomous Region and Tibet Institute for Nationalities may apply for higher education inside and outside the region. Non-lineal relatives whose household registration is in Tibet shall be handled in accordance with Item (6) of this article; Those whose registered permanent residence is not in Tibet are not allowed to apply.

(6) Non-lineal relatives of cadres, workers, urban residents and farmers and herdsmen in our region will move their household registration into Tibet according to the relevant regulations on household registration management in Xizang Autonomous Region, which meets the relevant household registration conditions. Those who have moved to Tibet for more than three years (including three years) and have a complete three-year high school status in Tibet (students in grades one to three are studying in Tibet) can apply for universities in the region or non-key universities outside the region.
