1. Main problems

In their work, they always use old methods and old eyes to look at and solve problems, afraid of problems, afraid of taking responsibility, and afraid to innovate; In the face of difficulties, it seems helpless and fearful; When solving complex problems and situations, we are more than defensive, less innovative, not seeking merit, but seeking nothing; Blind obedience to authority, indulging in listening to greetings, obeying rules, being bookish, looking for evidence in everything, waiting for the above and looking outside, dare not say what the document has not said, and dare not do what the field has not done.
3. The knowledge is not comprehensive enough, and there are not many innovative tricks. The main manifestations are: lack of self-determination, conformity, superstition and indulging in other people's experience; We can't effectively combine superior policies with local conditions and copy them; Accustomed to doing things with old experience, satisfied with thinking and solving problems with simple linear thinking, satisfied with or seeing only one answer to the problems that arise, and unable to actively think about multiple answers and choose the best answer from them; When facing and dealing with complex problems and situations, they are used to making simple choices between "yes" and "no", "yes" and "no", and their thinking is not open, their horizons are not broad, and their hearts are willing but unable to do so.

Although they want to work creatively, they can't come up with guiding ideas and methods. Some feel that there are too many aspects to be improved and knowledge to be learned, which can't keep up with the changes of the times and the development of the situation, resulting in the phenomenon of not knowing how to learn and what to learn; Some people are satisfied with their work and problems, and do not pay attention to summing up experience and exploring the law in their work, which affects the innovation and deepening of their work; These problems prevent individual leading cadres from working creatively.
-contact with the masses is not tight, and the style of work needs to be deepened. Individual leading bodies and cadres can't take the initiative to go deep into the masses and mingle with them, can't carry out careful investigation and study, listen to their opinions and suggestions, and are not good at or even understand them. When encountering problems, they can take the initiative to go deep into the masses to touch the truth and understand their thoughts, so as to find the answer to the problem among them.
-the reward and punishment mechanism is incomplete, which leads to insufficient innovation motivation. There is still a lack of institutional mechanisms for the selection and use of innovative talents. In particular, the appointment mechanism of cadres who can be promoted and demoted has not completely gone away, which has caused the "outgoing" cadres to be unable to leave in time and the "outgoing" cadres to be unable to leave in time, which has limited the use of innovative talents to some extent. Second, the system and mechanism of mobilizing cadres' enthusiasm for innovation need to be improved. The evaluation system of leading bodies and leading cadres needs to be continuously improved, especially in innovation performance evaluation. Third, the supervision system and mechanism of innovation work are not standardized enough. Especially for individual teams and cadres who have problems such as poor innovation ability, weak sense of initiative innovation and low enthusiasm for solving problems with innovative thinking.
3. Some thoughts and suggestions on improving innovation ability
The level of innovation ability is a direct reflection of sense of responsibility and career, a direct reflection of one's own quality, and the result of constantly improving and perfecting relevant systems. To improve the innovation ability of leading cadres, we must start from multiple angles and ways to achieve the fundamental goal of effectively improving the quality of innovation ability.

By identifying the starting point of training, we can promote the combination of "teaching" of education and training and "need" of improving innovation ability. 2. The learning system is not strong, and the depth and breadth of learning are not enough. On the whole, the team members pay more attention to learning, but the overall style of study is not strong enough and the learning method is single. Simply understanding theoretical learning as reading newspapers, listening to reports, taking reading notes and writing experiences has certain pragmatism, and the learning content lacks systematicness and comprehensiveness, and there is no effort in learning. In particular, there is no in-depth study on the knowledge of institutional establishment, and there is still a gap in the combination of theory and practice. There is a lack of in-depth research and thinking on some new situations and new problems in institutional establishment. Reflected in the work, that is, looking at problems and doing things with a short vision and a wide vision, we can't jump out of the circle of "institutional establishment", we can't proceed from the overall situation of the county's economic and social development, the comprehensive functions of the establishment department are not fully played, and the foresight of doing a good job in institutional establishment management is not strong enough.
3. There is still a gap in the team's own construction. Heart-to-heart talk activities among team members and between team members and cadres are seldom carried out. Listening to the opinions and suggestions of cadres and the masses in party member is not enough, and they are not concerned enough about the work and life of cadres and workers.
4. The publicity to the outside world is not strong enough, and the importance of organization establishment has not been brought into full play. The main reason is that the direct service target of the organization is administrative institutions. The thoughts of the team members are not emancipated enough, their horizons are not broad enough, their sense of pioneering and innovation is not strong enough, and there are thoughts of being content with the status quo, sticking to the rules, and relying on others. There are not enough ways to solve the problem and the ideas are not wide enough. Experience leads to lack of courage to dare to try and be the first. There are not many innovative ways to carry out the new situation and new problems in the organization establishment, especially the deep-seated contradictions and problems in the institutional mechanism and organization establishment management. They are used to solving problems with their own ideas and work experience, and have the idea of "seeking stability" and "seeking the present", and their sense of urgency, crisis and innovation is not strong enough.
II. Implementation of rectification measures
